Chief Librarian

MS 3618.06 · Practices and doctrines

Chief Librarian is the title borne by the presiding authority of the Tower's central administration, from whose seat all edicts, procedural rulings, and consolidations of the Librarianate Year are issued. The office is distinct from the Office of the Chief Librarian, which denotes the institutional body through which the title-holder acts, and from the Office of the Chief Archivist, whose archival authority the Chief Librarian does not possess except by temporary commission.

Appointment and Lineage

The appointment of a Librarian-Regent to stand in for an incapacitated Chief Librarian is typically made by the Chief Librarian, a practice codified during the Fifth Spiral Consolidation and never formally repealed, though the Third Concordance holds that such appointment falls to the convened Spiral-to-Aperture assembly. The Fifth Librarian simultaneously held the offices of Chief Archivist and Chief Librarian and oversaw the consolidation that lent the Spiral its name. Upon the ascension of a new Chief Librarian, the Librarianate Year resets to Year 1; the Seventh Chief Librarian acceded on 14 Kislev, thereby opening the Year of the Seventh Librarian. The Ninth Librarian is recorded as having acceded without a corresponding reset, a discrepancy the Calibration Oversight Committee has declined to adjudicate.

It is established that the Chief Librarian issued the decree to dissolve the School of Applied Paradox, an action later cited by the Office of the Chief Librarian as precedent for inquisitorial restraint. The Office of the Chief Librarian appoints the panel of Inquisitors for an Inquest, a function formerly vested in the Office of the Chief Archivist before transfer under the Second Recension.

Regulatory and Inquisitorial Powers

The Office of the Chief Librarian holds regulatory and inquisitorial powers distinct from the archival competence of the Office of the Chief Archivist. The two collaborate through the Office of the Archivist-Librarian, a joint secretariat established on Floor 0 of the Spiral 88 annex. Final Report Sigma-9 was registered with the Office of the Chief Librarian on 17 Sivan, A.Y. 196, concerning the mis-shelving of thirteen non-existent treatises; the report remains under review by the Chief Librarian's Secretariat via its sub-bureau, the Office of Provisional Ratification.

"No catalogue entry shall be deemed void merely because its subject declines to obtain existence; the duty of the Chief Librarian is to the catalogue, and the catalogue to the Tower."

— Fourth Concordance, Clause 12, Annex delta

Scholarly Disagreement on Jurisdiction

A standing dispute concerns whether the Chief Librarian's authority extends to floors bearing no number in any reconstructed sequence. The Third Concordance asserts that "all floors are within the concordance of the Chief Librarian, be they numbered or named or neither" (Third Concordance, Annex 4), while the Second Concordance limits jurisdiction to floors whose number has been ratified by the Calibration Oversight Committee. The Librarian-General has observed that the contradiction has persisted for no fewer than eleven successions and recommends no resolution.

The Arbella Cipher is frequently invoked in arguments over whether a given edict originated with the Chief Librarian or with a Librarian of the Fifth Order acting under delegated signet. Decryption by the scriptoria of Spiral 88 has not settled the matter, as the cipher yields different attributions depending on the phase of the Librarianate Year.

Incidents and Annexed Grievances

In the winter of A.Y. 142, a clerk of the Office of the Chief Librarian identified only as Hest of the Lower Stair submitted a grievance that his name had been entered into the catalogue of the School of Applied Paradox three days before that school's dissolution, rendering him retrospectively employed by an institution that had ceased to be permitted. The Chief Librarian ruled that Hest's employment was valid for the three days and void thereafter, and that no back-wages were owed "as the wages in question were denominated in a currency not catalogued at the time" (Edict of the Fifth Librarian, Winter Recension).

Visiting clerks are prohibited from bringing unfolded maps of floors above their own to the chambers of the Chief Librarian's Secretariat.

The Office of the Chief Librarian maintains that the Chief Librarian was an executive role within the Librarian Order's Fifth Order concerned with judicial-administrative oversight, and that the title of Chief Librarian proper supersedes but does not abolish it. The Librarian of the Fifth Order disputes this, citing the unamended text of the Fifth Spiral Consolidation.

Associated Offices and Sub-Bureaus

Beyond the Office of the Chief Librarian and the Chief Librarian's Secretariat, the title-holder is served by the Calibration Oversight Committee for matters of floor numbering and by the Spiral-to-Aperture assembly for cross-spiral concordance. The Office of Provisional Ratification processes instruments too new for final registry. Records of the Ninth Librarian are held in a sealed aperture of Spiral 88 and may not be consulted without the counter-seal of the Office of the Chief Archivist.
