Arbella Cipher
MS 3112.40 · Persons
Arbella Cipher is a historian of the Alphonse-Vance Disputation and, since 14-Δ-4402, Chief Librarian and Calibrator-General of Floor 12,104. She is chiefly known for the Cipher Recension, a reconstruction of the Disputation built almost entirely from Alphonse the Calibrator's unpublished later notes, and for the procedural reforms she has pressed upon the Concordant Law of the upper spirals. Her tenure is the longest of any Calibrator-General since the office was separated from the Custodial Chair in the ninth recension.
The Cipher Recension
The Alphonse-Vance Disputation is traditionally dated from its published minutes, of which four recensions survive, none agreeing on the sequence of the closing sessions. Cipher's argument, first circulated as an internal memorandum in Δ-4391 and printed in full nine years later, holds that the published minutes were assembled after the fact by a scribe who had not attended, and that the only reliable witness is the body of loose notes Alphonse kept in the eighteen months following the Disputation's collapse. These notes are fragmentary, unnumbered, and in places written on the reverse of duty rosters.
Cipher's method was to collate the rosters against the notes and use the roster dates to fix the order of the fragments. The result places Alphonse's concession some eleven days earlier than the Third Concordance assumes, which would invalidate the precedent drawn from it in Annex 7 of that document. She has never claimed more than that: "The notes do not settle the Disputation. They settle only the order in which Alphonse changed his mind about it," she wrote in the memorandum's closing paragraph.
Dispute with the Vance school
The Vance school, seated in the reading rooms of Floor 722, objects that Cipher's collation treats the duty rosters as fixed when the roster-office itself was under investigation for the whole of that winter. Its principal surviving statement, the Vance Reply of Δ-4396, notes that a historian who corrects one record by another must first establish that the second record is correct, "and the Calibrator-General has established only that it is earlier."
Cipher answered this in the second edition of the Recension with a single additional appendix and no change to the argument. The dispute is now largely ceremonial; the two positions are taught together on Floor 317, and the examination for the historian's seal requires candidates to defend whichever they are assigned by lot.
Calibrator-General of Floor 12,104
Floor 12,104 is a calibration floor, and its Chief Librarian holds the additional style of Calibrator-General by an arrangement set out in the Fourth Concordance, Annex 2, which was intended to lapse. It did not lapse. Cipher has declined three times to have the arrangement regularised, on the ground that a lapsed provision is easier to administer than a live one.
"A rule that has expired asks nothing of anyone. A rule renewed must be read."
— Arbella Cipher, marginal note to the Floor 12,104 standing orders, Δ-4408
Her administration is remembered chiefly for the Decade of Small Corrections, a programme under which the floor's calibration instruments were checked against their own certificates rather than against one another. The programme found that four of the floor's reference weights had been certified against each other in a closed chain since before the ninth recension, and that the chain had drifted. The weights were re-cut; the certificates were left as they were, with a note.
Relationship to the Cipher instruments
Cipher has repeatedly and in writing disclaimed any connection between her name and the Cipher Theta algorithms maintained in the Cryptographic Annex of Floor -17, or to Cipher Theta as a calibrated procedural entropy, and has asked that the disclaimers be recorded once rather than at each citation. The Office of Names has declined, citing the Second Concordance, Annex 11, which requires a disclaimer at every appearance of a homonymous term. As a result the standard citation of her work carries a sentence she did not write and has described as "correct, and longer than the finding."
Later years and the anteroom question
In Δ-4419 Cipher advised the appointment of Arbella Sig as Custodian of the Fifth Anteroom, an appointment that has since been challenged twice on procedural grounds and upheld twice. Her memorandum supporting the appointment is one clause long and is regarded in the Custodial Office as a model of the form.
She continues to sit on the calibration bench on Floor 12,104 on the second and fourth rotations of the month, and has declined the honour of a named reading room on the ground that rooms so named are thereafter exempt from reclassification, which she considers a bad habit to encourage. Visitors to the bench are asked not to lean on the counter.
