Elara Vane
MS 3394.60 · Persons
Elara Vane is a name of contested reference within the Tower's registers, denoting no fewer than four documented office-holders whose records are frequently conflated by clerks working from incomplete indices. The Office of Name Reconciliation, in its Circular of Cycle 44, distinguishes the four as "distinct persons of a shared designation," noting that the Tower has never resolved whether the recurrence constitutes coincidence, hereditary usage, or an administrative error of long standing. The current Concordance on Duplicate Designations treats all four as separate entries pending review, a review first scheduled in Cycle 31 and not yet begun.
The four are: Elara Vane, Undersecretary-Grade 7 and head of the Avian Liaison Office; Archivist-Second Class Elara Vane, Custodian of Contingencies at Aperture 77-Gamma; Archivist-Scribe Elara Vane, the early advocate of the School of Residual Freedom; and Elara Vane, formerly a Senior Assessor of The Panel of Fundamental Link. The conflation of these four across the indices is the subject of the present entry, together with what may be attested of each.
The Avian Liaison Office
Elara Vane, Undersecretary-Grade 7, has headed the Avian Liaison Office since Cycle 38, when she succeeded Undersecretary Orrin Tal at his retirement. The Office exists to maintain correspondence with the Tower's roosting populations, a duty it discharges by leaving sealed instructions on the upper ledges of Floors 300 through 400 and reading the resulting alterations in the morning. Vane's tenure is remembered chiefly for the Ledger of Unanswered Coops, a running account of every coarsely worded reply received, which she ordered kept in duplicate. Clerks in the Office still observe her standing instruction that the ledgers be shelved with the spine facing the wall, "so that nothing in them may be read by a person in a hurry."
The Granularist faction and the latons
The Undersecretary is also recorded as the leading figure of the Granularist faction within the School of Latent Materialism. The Granularists hold that latent matter exists in discrete particles, called latons, and that no latent substance may be divided below the laton without ceasing to be latent. The position was set out in her paper On the Indivisibility of the Latent, read before the School in Cycle 39 and disputed at length by the Continuist bench. The dispute turned on whether a laton, once isolated, remains latent or becomes merely small — a question the Second Concordance, Annex 9, declines to answer, observing that "the size of a thing has never been a settled matter in this Tower."
The attribution is not uncontested. A dissenting memorandum of the same year, preserved in the Folio of Dissenting Postscripts, argues that the Granularist programme was drafted by the Assessor of the same name and merely presented by the Undersecretary, a claim the School has never formally examined.
"We do not say that the latent is made of latons. We say that we have never found it made of anything else, and that the search has been thorough."

The rotation table and the Babbage-Vane Cipher
The association of the Vane designation with Librarian-Superior Vane and the Babbage-Vane Cipher has caused persistent difficulty. Arbella Cipher argued, in the Cipher Recension, that the rotation table in the Cipher's third assembly was the work of Elara Vane and not of the Librarian-Superior, and that the attribution to Vane the 17th head of the Order was a convenience of later cataloguing. The groundwork for the claim is physical: the Undersecretary had a recorded habit of ruling columns at a slight lean, and the rotation table in the Cipher leans at precisely that angle. Cipher's reading has never been adopted by the Office of Cipher Provenance, which continues to list the table as the Librarian-Superior's work, though its own recension is silent on the lean.
The Custodian of Contingencies
Archivist-Second Class Elara Vane has served since Cycle 33 as Registrar of Aperture 77-Gamma, holding the title Custodian of Contingencies. The Aperture is opened only upon the filing of a Contingency Brief, and the Registrar's duty is to determine whether the contingency so filed has already occurred. In Cycle 35 the Custodian ruled that a brief describing an event "substantially similar to but not identical with" a prior filing must be treated as a second occurrence, a ruling reversed on appeal but retained in the Register of Reversals as an instructive example. She maintains that the Aperture has never been opened in error, an assertion the Register does not corroborate.
The School of Residual Freedom and the Assessor
The earliest of the four is Archivist-Scribe Elara Vane, the most vocal advocate of the School of Residual Freedom, whose petitions for the recognition of unassigned freedoms are preserved in the Folio of Dissenting Postscripts. Her successors in the School note without irony that she petitioned four times for the right to petition. The fourth petition was granted; the first three were not, and the Folio preserves all four.
Separately, a former Senior Assessor named Elara Vane led a minority faction arguing for a reactive rather than anticipatory role for The Panel of Fundamental Link. The minority position, that the Panel should act only upon events already brought to its attention, was defeated 9–2 in Cycle 27 and has since been cited in every subsequent debate on the Panel's remit.
Scholarly disagreement
The principal dispute concerns number. The Office of Name Reconciliation holds to four distinct persons, on the grounds that the terms of office do not overlap and the handwriting disagrees. The Bureau of Precedential Continuity maintains that there is one Elara Vane and that the apparent multiplicity is the effect of the precedential irregularity first recorded in Cycle 22, a view the Bureau supports by pointing to the folio's consistent misspelling. Neither office will amend its index, and cross-referencing between them has been suspended since the winter of Cycle 41, when a copyist was instructed to reconcile the two entries and returned with three.
Pending resolution, the Standing Order of Cycle 44 requires that any communication addressed simply to "Elara Vane" be copied to all four offices and answered by none of them.
