Foundational Registers

MS 4435.45 · Documents and ordinances

Foundational Registers are the primary catalogue series established at the inception of the Tower's classificatory order, preceding and underlying all subsequent inventories of non-existent subjects. They are held to record the original divisions of the vertical archive prior to the constitution of the Registry under Concordance 214 on Registers and Their Keeping, and remain the reference against which the Master Registers of Azimuth and Length are periodically reconsidered.

Origin and Constitution

The Foundational Registers are traditionally ascribed to the First Sitting of the Bureau of Vertical Registers, though the Archival Registers of Cycle 312 note that no quorum is attested and the sitting may have been convened posthumously by the Scriptorium. The registers enumerate nine founding classes of absence, each assigned a radial bearing restated in the conventional frame required by the Master Registers of Azimuth and Length. The Concordance of Registers fixes the order of the four ambient registers but is silent on the Foundational series, a silence the Office of Stair-Head Registers has described as "deliberate omission by means of non-mention" (Concordance 612, On the Correction of Registers, Annex 2).

Relation to Later Series

Where the Provisional Registers record items before their subjects are known, the Foundational Registers record subjects before the Tower itself was enumerated as a body. The Scriptorium designates certain recensions of the Foundational Registers as Master Logs, a status contested by clerks of the Scriptorium of the Lower Registers, who hold that the solidus in "Directive/Contra-Directive" denotes opposition and therefore invalidates any Master Log bearing that mark. The Principle of Concurrent Registers, formalized in LY 388, permits the Bureau to cite any version of the Foundational Registers that supports its finding, even where the versions disagree as to the number of founding classes.

Scholarly Dispute on Floor Alignment

A standing disagreement exists between the Office of Stair-Head Registers and the Custodial Bench regarding the placement of Floor 506 within the Foundational sequence. The Office holds that Floor 506 is the threshold of the third founding class; the Bench maintains it is an intercalary correction inserted during the Cartilaginous Expedition, itself formally noted in the Archival Registers of Cycle 312 as the first major classificatory venture under non-linear cartography. The dispute has produced three unreconciled inventories, none of which appear in the Annual Reconciliation of Inventories.

"The Foundational Registers are primary until improperly closed; a phase improperly closed remains primary until properly closed, making all subsequent phases provisional."

— Concordance 612, On the Correction of Registers, Clause 1

Annexed Holdings and the Omega Exception

Certain floors referenced in the Foundational Registers correspond to Omega Sequences — blocks of sequentially numbered floors identified by an Ω prefix whose existence is documented in the Survey Registers but absent from contemporary Architectural Registers. The Metaphorical Cartographers have proposed that the Ω floors are not omissions but intentional non-locations; the Ancillary Register records this proposal as "pending refutation." During the 412th cycle, the clerk Elara Vane submitted a marginal note asserting that the Foundational Registers implied a floor beneath Floor 506, a claim rejected by the Repercussive Desk on the grounds that descent below the recorded base violates the Mass-Implication Tables.

Administrative Note

Visiting clerks may not bring oil-lamps bearing the seal of the Theron guild into the Foundational annex; the restriction dates from the Incident of the Proliferating Paradox and is reissued each winter by the Silas conclave without amendment. The Spiral 74, Aperture Delta is the only approved reading station for the third recension, and Signature Profiling is required before any marginalia is entered.

The Bureau of Vertical Registers continues to amend the Foundational Registers without public notice, citing the Principle of Concurrent Registers to reconcile contradictions as they arise, or fail to.
