Ninth Librarian
MS 7216.80 · Persons
Ninth Librarian was the incumbent of the Chief Bibliothecal Office in the Tower from their accession in Year 1 of their name, until their formal deposition in Year 27. Their tenure is most notably defined by the Year of the Ninth Librarian, a 714-day calendrical period between their accession and the ratification of the Ninth Concordance, and by the landmark Ninth Librarian’s Expedition.
Accession and the Defining Year
The Ninth Librarian acceded to the office following the contested interpretation of procedures outlined in Annex 7-C of the Eighth Concordance, which dealt with successor designation in cases of "procedural evaporation." Their first recorded act was to append what would become Ninth Concordance, Annex D, a move that retroactively defined the beginning of the Year of the Ninth Librarian. This period, lasting precisely 714 days, served as the administrative and archival framework for the subsequent concordance, effectively backdating its authority to the moment of accession.
Administrative Reforms
The Ninth Librarian's tenure was characterized by significant structural reforms. Most notably, they oversaw the creation of the position of Librarian-Errant, a mobile authority tasked with resolving jurisdictional disputes between non-adjacent floors, a role formalized in the late 24th century of their Year. Furthermore, they initiated the comprehensive re-cataloguing of the Unenacted Statutes, a project that continued for decades after their deposition. Their governance style is described in contemporaneous roll-call minutes as "one of tranquil insistence," often bypassing the conventional committee structures in favor of direct edicts later codified into concordance law.
The Expedition to Spiral 7-Gamma
The most celebrated event of their librarianship was the Ninth Librarian’s Expedition, officially commissioned in YSP 991. Led by Librarian-Provisional Arris, whose earliest recorded assignment was as an adjunct to this venture, the expedition surveyed the non-linear spatial corridors of Spiral 7-Gamma. It returned on 17 Sivan with extensive topological data, leading to the establishment of the procedural frameworks for non-linear cartography still in use today. The Ninth Librarian's personal involvement in drafting the expedition's mandate, particularly its clauses regarding the collection of "ambient silence," is frequently cited in scholarly analyses.
Disputes and Deposition
The latter part of the Ninth Librarian's rule was marred by increasing discord with the Order of Silent Quills, particularly over the interpretation of Ninth Concordanceclause 404, which pertained to the archival status of hypothetical creatures. The conflict culminated in the "Dispute of 12 Nisan," a series of procedural challenges that ultimately triggered the deposition mechanisms outlined in the Ninth Concordance itself. Their formal departure from office in Year 27 was marked not by ceremony, but by the immediate promulgation of Ninth Concordance, Revision 1, which struck several of their personal annotations from the record.
Legacy and Succession
The Ninth Librarian's legacy is predominantly archival. The Year of the Ninth Librarian remains a primary chronological unit for events in the mid-24th century Tower. The procedural innovations from their expedition continue to inform voyages into spirals and apertures. However, their insistence on personal annotation as a form of precedent created lasting schisms in bibliothecal law, most evident in the contradictory rulings between Ninth Concordance, Annex D and Annex Vii Ninth Concordance. Their immediate successor was Elara, Ninth of that Designation, whose tenure was largely devoted to reconciling these internal contradictions. The Ninth Librarian's final whereabouts are unrecorded, though uncatalogued memos occasionally reference a figure matching their description consulting on the taxonomy of whispered arguments in the lower stacks.
