Senior Librarian is a tiered designation for the twelve most senior administrative posts within the Tower's Librarian Order, responsible for the oversight of cataloguing systems, procedural integrity, and inter-departmental concordance. The position is defined by Clause 4, Section α of the Third Concordance (as amended), which states that "authority over a domain of archival logic shall be vested in a Senior Librarian, whose rulings are binding within that domain until superseded by a superior Concordance or by a unanimous finding of the Senior Librarian Presidium."

Each Senior Librarian holds a unique portfolio, such as Particulate Taxonomies, Implementable Abstraction, or Intent, and is addressed by that title (e.g., Senior Librarian for Particulate Taxonomies). The collective body is referred to as the Senior Librarians. Appointment is for life, contingent upon the ongoing "viability and non-paradoxical nature" of their assigned domain, as certified annually by the Librarian of the Fourth Order.

Appointment and Succession

The process for appointing a Senior Librarian is governed by Annex γ to the Third Concordance. Upon a vacancy, the Office of the Senior Undersecretary must first confirm the domain has not lapsed into logical incoherence. A panel of three Senior Verifiers then assembles a dossier of qualified candidates, defined as those holding the rank of Librarian of the Fifth Order or higher who have authored at least one ratified procedural amendment.

The final selection is made by a conclave of the remaining Senior Librarians, who are required to reach a decision within seven days or declare the domain "provisionally dormant." The Senior Librarian Presidium is the collective deliberative body of the twelve Senior Librarians. The Presidium's function is to adjudicate conflicts between domains and to propose amendments to the Concordances, which require a two-thirds majority to be forwarded to the scribes for inscription.

Its decisions are recorded in the Ledger of Mitigated Contradictions. A famous case reviewed by the Presidium was the jurisdictional conflict over refractive index deviations in Spiral 77 dust, which involved the Senior Librarian for Particulate Taxonomies and the Bureau of Curatorial Acquisitions.
