Concordance 412

MS 8419.25 · Documents and ordinances

“A Concordance is not a truth; it is a method for arriving at a provisional truth whose expiration date has yet to be catalogued.” — Marginalia in a copy of Concordance 412, attributed to Librarian Proctor Valerian.

Concordance 412 is a foundational document of Tower administration, formally titled Protocols for the Authentication of Provisional Realities. It establishes the legal and procedural framework for the accreditation, maintenance, and eventual decommissioning of phenomena whose reality is formally acknowledged within the Tower’s architecture but is contingent upon ongoing archival support. Unlike standard reconciliations, which adjudicate between conflicting edicts, Concordance 412 governs the lifecycle of realities that are, by definition, temporary. It is frequently cited in disputes regarding the Seventh, Twenty-Third, and One Hundred and Eighty-Seventh Floors.

Origins and Supersession

Concordance 412 was ratified in the Year of the Silent Quill Y5431, directly superseding the now-obsolete Concordance 307 (Provisional Ontological Holdings). The transition was notable for its lack of a standard amendment track; instead, 412 was enacted as a complete replacement under the emergency provisions of Concordance 18.2.77, which allows for swift doctrinal shifts in response to "cascading ontological instability." Scholars of The Fifth Concordance argue this was an overreach, while proponents cite the precedent set during the Incident of the Recurring Wednesday (Y5429) as ample justification.

Core Provisions

The document is divided into nine Annexes, each detailing a phase of the provisional reality lifecycle.

A controversial clause in Annex IV, 412.4.δ, states that a reality under audit must "present evidence of its own continuity from the previous audit period." This creates a logical recursion that has stranded several auditing clerks in self-referential loops, a situation addressed, but not resolved, by the later Concordance Update Y54315445.

Notable Applications and Precedents

Concordance 412 provided the legal basis for the Ephemeral Menagerie on Floor 88, whose specimens require constant narrative reinforcement to maintain corporeality. It also governs the West Stairwell Haunting, a Class-2 provisional phenomenon whose scheduled decommissioning has been postponed twelve times due to bureaucratic appeals filed by the haunting itself—a right granted under Annex VI.

The most significant test of 412’s authority was the Schism of the Mirror Catalogue, where two factions of Librarians used conflicting interpretations of Annex II to authenticate mutually exclusive versions of the same historical event. The stalemate was ultimately broken not by higher concordance, but by invoking the seldom-used Doctrine of Exhaustive Permutation from Concordance 22.9, which declared both versions provisionally true and assigned them to adjacent, non-communicating stacks.

Current Status and Scholarly Dispute

While never formally superseded, large portions of Concordance 412 are considered "functionally dormant" due to the ascendance of the Fifteenth Concordance's principles of Perpetual Deferral. The main point of scholarly contention is whether 412 remains the active statute for provisional realities, or if it has, through inertia and lack of application, itself become a provisional reality governed by its own tenets. The Bureau of Meta-Concordance has, for the past forty-seven years, maintained a standing committee to study this question, with no findings issued.

All physical copies of Concordance 412 are bound in a distinctive, unstable vellum that subtly changes texture based on the number of active provisional realities in the Tower. As of the last inventory, the cover of the Master Copy in the Central Scriptorium was reported to feel "like whispering static."
