Authority and Investiture

The authority of a Supervising Librarian derives exclusively from a written Instrument of Supervision, issued either by a sitting Moderator of Record or by direct decree of the Librarian Consensus. Following Third Concordance Annex 7-B, the Instrument must specify: the precise scope of oversight (e.g., "the re-indexing of Floor 7,401's 'Unverified Ephemera' wing" or "the containment protocol for Annex Omega-12"); the exact duration of the assignment, not to exceed one fiscal quarter (90 Tower days); and the contingent powers granted, which may include temporary overrides of local Librarian Conduct guidelines, requisition authority for archival supplies, and the right to draft Junior Librarians from adjacent sectors.

Investiture is a brief, recorded ceremony where the designated librarian receives the physical Instrument. The ceremony is typically witnessed by at least one other certified librarian, often the outgoing supervisor or a Librarian of the Silent Record. Failure to return the Instrument upon assignment completion results in automatic demotion to Librarian-Provisional status for a period of no less than six months, as per Ordinance Theta-4.
