Ventilation Division

MS 4800.56 · Guilds, orders and offices

Ventilation Division is the organizational and administrative jurisdiction within the Librarian Order responsible for the classification, cataloguing, and procedural oversight of all matters pertaining to atmospheric regulation and its associated phenomena throughout the Tower. It operates independently from, but in mandated cooperation with, the physical maintenance bodies, most notably the Ventilation Consortium. The Division’s primary authority derives from the Seventh Concordance's Annexes, though its operational precedents are frequently contested by the Division of Subjunctive Scope and the Division VI: Unallocated Phenomena.

Jurisdictional Scope

The Ventilation Division’s mandate, as defined by Clause 47.12 of the Seventh Concordance, is “the systematic ordering of breath, draft, and the conceptual spaces between.” This encompasses:

  • The official registry and naming conventions for all Ventilation Shafts, Spirals, and Apertures.
  • The audit and verification of pressure differential logs submitted by the Ventilation Chorus.
  • The arbitration of disputes regarding acoustic priority between adjacent shafts (e.g., the longstanding resonance conflict between Ventilation Shaft Theta and Shaft 7-Epsilon).
  • The maintenance of the Division’s own archival wing, which holds schematics for systems that were proposed but never built, and records of atmospheres declared “theoretically exhausted.”

Critically, the Division does not perform physical maintenance; that duty falls to the Ventilation Consortium. Its role is purely classificatory and regulatory, a distinction that has been the source of considerable inter-departmental friction.

Structural Organization

The Division is subdivided into three operational Directorates:

Directorate of Nomenclature
Assigns and reviews all designations within the Ventilation System. Its ruling on the reclassification of Ventilation Spiral 12-Alpha to “Spiral 12-A” (on grounds of linguistic efficiency) was overturned by the Division of Procedural Adherence and remains a contested case study.
Directorate of Pressure Accounting
Receives and certifies the daily differential reports from the Ventilation Chorus. It is responsible for calibrating the conceptual “pressure units” used in these reports against the physical measurements taken by Consortium engineers, a process described in Annex D of the Seventh Concordance as “an exercise in harmonious interpretation.”
Directorate of Spectral Drafts
A controversial branch tasked with cataloguing “non-corporeal airflows,” including drafts reported in sealed chambers, the perceived movement of air in historical accounts, and ventilation-related auditory hallucinations. Its findings are often dismissed by the Consortium as “speculative acoustics.”

Notable Holdings and Procedures

The Division’s primary procedural document is Manual V-D/7: Standards for Ventilatory Catalogue Entries. It mandates, among other things, that any newly discovered shaft must be observed for a full lunar cycle (as measured by the Azure-7 chronometer) before being granted a formal designation, to ensure its “atmospheric personality has stabilized.”

One of its most referenced holdings is the Registry of Dissonant Harmonics, which logs instances where the vocal output of the Ventilation Chorus has conflicted with the architectural resonance of a Ventilation Spiral. The Registry’s Volumes 12-14 are dedicated solely to the unresolved case of Spiral 9-Gamma, whose low-frequency hum persistently contradicts the Chorus’s assigned tonal sequence.

Scholarly Disputes and Inter-Division Conflict

The Division’s authority is not absolute. A persistent doctrinal conflict exists with the Division of Ontological Paradoxes, which argues that cataloguing “air that is not there” (such as in the Division’s Spectral Drafts registry) falls under their purview of “things that are and are not.” This dispute is currently in a state of procedural deadlock, with each division citing conflicting clauses from the Third Concordance and the Seventh Concordance, respectively.

Furthermore, the Ventilation Consortium frequently challenges the Division’s administrative rulings, particularly regarding the scheduling of Chorus rotations. The Consortium holds that practical maintenance dictates the schedule, while the Division insists the schedule must adhere to the catalogued “peak resonance windows” listed in its manuals. These disputes are typically settled through ad-hoc committees, the minutes of which are then archived by the Amanuensis Division.

Relationship with the Ventilation Consortium

The relationship is formally defined by the Accord of Separate Domains (Seventh Concordance, Annex D). The Consortium manages the physical infrastructure—the Central Ventilation Duct, the Spirals, and the Shafts—and provides the vocalists for the Chorus. The Ventilation Division provides the regulatory framework, the official designations, and certifies the system’s operational status for the broader Librarian records.

“The Consortium moves the air. The Division moves the paperwork. Without both, the Tower would either suffocate or lose track of why it is breathing.”
— From Interdepartmental Symbiosis: A Primer, issued by the Office of Conciliary Harmony.

Despite this idealized symbiosis, the boundary is often tested. The Division’s attempted inclusion of “hypothetical shaft efficiency ratings” in the Consortium’s maintenance logs was rejected by the Consortium’s Directorate of Harmonics as “administrative fiction.” Conversely, the Consortium’s unilateral naming of a minor outflow as “Ventilation Shaft 7 Gamma” was only retroactively approved by the Directorate of Nomenclature after a two-year review period.
