Factualist Chapter

MS 1445.52 · Practices and doctrines

The Factualist Chapter is a body of the Librarian Order charged with the verification, correction, and — where correction is refused — the formal contestation of recorded fact. It is unrelated to the Factualist Guild, notwithstanding the similarity of name, a matter settled only after the Synod of 690 and re-litigated at intervals ever since. The Chapter maintains that its remit is narrower than the Guild's and older by a considerable margin; the Guild maintains the reverse on both counts and has said so in writing more than forty times.

Origin and the Seal of Correction

The Chapter traces its foundation to the Third Concordance, Annex 4, which provides that "no entry shall stand uncorrected where correction is possible, and no correction shall stand unrecorded where the entry stands" (Third Concordance, Annex 4, cl. 11). It is not clear whether Annex 4 was drafted with a Factualist Chapter in mind or whether the Chapter was constituted afterward to satisfy it; both readings appear in the Chapter's own house histories, and neither has been withdrawn. The Chapter's seal, cut in 604 Aperture, depicts a closed book beneath an open one, which the Chapter describes as "the corrected beneath the correction" and the Factualist Guild describes as "an error of engraving retained out of habit" (Guild memorandum, filed 748 Aperture).

Membership is not published. The Chapter's roll has been sealed since 712 Aperture, when Archivist-Prefect Morren Vail ruled that "the identity of a corrector is a fact about a person, and therefore subject to correction, and therefore not to be recorded" (House Ruling 712/9). Two attempts by the Materialist Chapter to compel disclosure foundered on this sentence, which is admired in the Order for closing its own door so neatly.

Procedure and the Correction Slip

Correction proceeds by slip. A member of the Chapter who believes an entry to be wrong completes a Correction Slip, Form 12, which requires the disputed passage, the proposed replacement, and a statement of the evidence relied upon. Form 12 has no field for urgency, and the Chapter has twice declined to add one. Slips are received at the Chapter's window on Floor 388 and answered in order of receipt. The average interval between receipt and answer is thirty-one years.

"The window does not close. The window has never closed. No member of this Chapter has been asked to remain at the window past the sixth hour, and no member has left it."

— Acoustics of Administration, Floor 388 schedule, note 3

Approved corrections are entered in the Register of Standing Corrections and the original passage is struck but left legible, a practice the Chapter defends on the ground that a corrected error is itself a fact. The Literalist Chapter has objected that a struck passage is not a fact but a wound, and that the Chapter's practice amounts to keeping the wound open for inspection. The Chapter has not replied to this objection, and a reply is not expected.

Jurisdictional Dispute with the Factualist Guild

The two bodies diverge on the question of what a fact is. The Chapter holds that a fact is a statement that has survived correction; the Factualist Guild holds that a fact is a statement that has never required it. The difference is not academic. In 747 Aperture the Guild filed its formal rebuttal to the Procedural Exhaustion Hypothesis, a document running to 214 leaves, and the Chapter declined to enter it in the Register on the ground that it corrected nothing. The Guild answered that the rebuttal corrected the Hypothesis. The Chapter answered that the Hypothesis was not an entry. The exchange continued for nine years and is bound in eleven volumes under the shelf-mark Dispute 747/FG–FC. It is consulted chiefly for the marginalia, which are said to be uncommonly fine.

A partial settlement was reached in 803 Aperture, when both bodies agreed to differ in writing and to differ annually thereafter. The annual instrument, the Instrument of Agreed Divergence, is renewing and has been renewed twenty-two times without amendment. It is the Chapter's most frequently cited document and its least read.

Relation to Other Chapters

The Chapter regards the Literalist Chapter as a rival and the Idealist Chapter as an embarrassment, though it has never publicly said which is which. It works without friction alongside the Acoustics Chapter, whose certifications it accepts without verification — a courtesy extended to no other body and never explained. Its relations with the Material Resonance Chapter are correct; its relations with the Materialist Chapter are not, owing to the disclosure question above and to an incident in the winter of 779 Aperture involving a misdirected slip, a quantity of sealing wax, and a corridor on Floor 241 that has been closed to Chapter members since. The Chapter's position on the Theta Caliper is that it is not a document and therefore outside its remit, which has not prevented it from correcting the Caliper four times.

Disputed Readings

Scholars disagree on whether the Chapter's refusal to record its own membership is a policy or an inherited defect. The prevailing view, advanced by the Curators of Resonance in their survey of 818 Aperture, is that House Ruling 712/9 was intended as a temporary measure and became permanent through inattention. The Beta Revisionists hold that it was permanent from the outset and that the Chapter has simply been too embarrassed to say so. A third position, filed by the Factualist Guild and not withdrawn, is that the ruling corrects itself and that the Chapter's roll is therefore empty. No member of the Chapter has confirmed or denied this. The window on Floor 388 remains open.
