Floor 1004, officially designated Substantiary Corridors, Regional Registry, is a non-contiguous administrative complex dispersed across the vertical structure of the Tower. Its primary function is the provisional categorization and temporary shelving of documentary fragments deemed "contextually orphaned" – materials whose originating floor, author, or subject has been misplaced, redacted, or never formally established.

Architectural Description

Floor 1004 does not exist as a single, contiguous plane. Instead, its holdings occupy interstitial spaces, repurposed utility closets, and disused pneumatic-tube relay stations distributed between Floor 412 and Floor 5,712. Access is granted via a system of coincidental stairwells – staircases that manifest the architectural features and ambient lighting of Floor 1004 only when a Librarian bearing the appropriate Concordance citation is present. The largest consolidated space is the Central Sorting Atrium, a cavernous room located in a theoretical void between Floor 207 and Floor 208, lit by the residual phosphorescence of Forgotten Resin.

Operational Mandate

Established under Amendment Ξ-7 to the Third Concordance, Floor 1004's mandate is threefold: to receive orphaned documentation from other floors, to apply a provisional taxonomic label, and to forward the material to a more permanent archive once its context is "substantiated." This last step rarely occurs. The Provisional Protocols governing its operations are themselves forwarded to Floor 909 for archiving, creating a closed loop of administrative activity. However, cataloguers on Floor 1004 assert these documents were already in their possession prior to the Incident, bearing date stamps that predate the event by several Tower-cycles. The Department of Speculative Biology (Floor 112) attributes this to a chrono-taxonomic leakage, while archivists on Floor 90 (Great Mending of Floor 90) cite a fault in the archival causality protocols. Its most contentious relationship is with Floor 341: The Whispering Mall, which periodically issues requisitions for specific types of orphaned correspondence to be used as decorative "ambient narrative" in its retail spaces.
