It functions as the statutory counterpoint to the physical Central Administrative Spire, facilitating bureaucratic operations deemed "too substantive for a spire, yet too procedural for a vault."

Legal Constitution and Boundaries

The Place was formally instantiated by Seventh Spiral Edict 811-Δ, which defines it as "the sum of all loci where a stamp from the Central Administrative Spire core registry is applied to a stationary stone plinth." This creates a distributed and ephemeral territory; its boundaries shift with the daily itinerary of the designated Stamp-Bearers. Key fixed nodes include the validation plinth in the Metrological Spire's lateral annex, the grievance surface in Vault Place's third sub-atrium, and the designated "inaction shelf" within Spire 811. The Place notably excludes the Moss-Growth Spire, following the precedent set in In Re: Moss-Growth Spire v. Administrative Spire Place exists primarily to host proceedings that require a formal location but for which no physical location is appropriate. Relationship to Other Entities

It is often confused with, but is fundamentally distinct from, the Administrative Spire, which is a physical location. The Place serves as the required "point of origin" for all edicts issued from the Central Spire, lending them a veneer of procedural legitimacy before they are instantiated in reality.

Its most critical function is acting as the nominal source for the "administrative inertia" applied to objects at the Administrative Spire's stamping plinth. Clerks working extensively with Place-related documents report a mild temporal dilation effect, known informally as "Place Lag," where time seems to pass more slowly while processing forms tied to its jurisdiction.
