Administrative Nihilists

MS 9685.63 · Practices and doctrines

Definition and standing

The Administrative Nihilists are a philosophical tendency within the Tower's archival establishment, holding that administrative acts are imposed upon a void which neither requires nor resists them. Adherents are found principally among the drafting clerks of the Western Administrative Spire and the annotators attached to Administrative Floor 44, though the tendency has never been formally constituted as a body and no roll of members exists. The nearest thing to a founding text is clause 12 of Annex Sigma to the General Administrative Protocols, which articulates the Doctrine of Administrative Silence without naming a school.

The position is not, strictly, a refusal to work. Administrative Nihilists continue to stamp, seal, and route documents at normal rates. What they deny is that these actions alter the underlying condition of the material they act upon — a distinction that has produced most of the disputes catalogued below.

Principal tenets

The tendency holds three positions in common, though their relative priority is contested. First, that Concordances are mutually cancelling proofs of administrative meaninglessness: because any course of action can be cited for and against, citation settles nothing. Second, that the General Administrative Protocols constitute an imposition on the void, and that their increasing volume since the Fourth Recension has not measurably changed outcomes in the Spiral of Administrative Precedent. Third, that the High Administrative Script, being a script used for labeling, is the purest expression of the error — a mark applied to nothing that would otherwise have gone unmarked.

A fourth view, attributed to the annotator Hesper Vane and never published under their name, holds that the void is itself an administrative category and therefore not nothing. This was suppressed in the margins of a working copy now held at Administrative Spire Place and is cited only indirectly.

Relation to the Concordances

Administrative Nihilists treat the Concordance as self-refuting by construction. Their standard demonstration is the pairing of Annex Gamma, which articulates the doctrine of Administrative Inclusion, with Annex Sigma, which articulates Administrative Silence; the two are cited in alternation to justify opposite rulings on the same petition, and both citations are recorded as valid. The practice is noted with disfavour in the revised protocols but is not prohibited.

"Where a Concordance permits both, and a second Concordance permits both again, the permitting is the whole of the document."

— Annex Sigma, clause 9, as quoted in the dissent of Sub-Librarian Odrys

Institutional reception

The Tower Administrative College included the Librarians and has, on three occasions, declined to rule on whether Administrative Nihilism is a school of thought or a lapse of discipline. The Administrative College's standing view, recorded in the minutes of the winter sitting on floor 44, is that the question is "not usefully separable from the conduct of the clerks in question."

The Central Administrative Spire has treated the tendency as a filing category rather than a heresy, which allows adherents to draw stipends while declining to defend their positions in public sittings. Efforts to counter the tendency through the counter-doctrine have had limited effect, largely because that doctrine agrees with the Nihilists on the facts and differs only on the conclusion.

Notable incidents

In the winter of the long shelving, the annotators of floor 44 refused to apply High Administrative Script to eleven hundred unlabelled caskets on the grounds that the caskets were, in their terms, "already nothing, and now marked as such." The refusal lasted nineteen days and was resolved by the substitution of plain Administrative Longhand, a compromise the Nihilists accepted without comment and the Librarians recorded as a settlement rather than a ruling. A related dispute over the Class A designation of the same caskets remains open, having generated four contradictory memos and no decision.

Conservation staff at the Vellum Amp Ink Conservatory Administrative Spire have separately objected that the Nihilists' marginalia, being written in a deliberately faint hand, accelerate the fading of the documents they annotate. This objection has been upheld twice on grounds of material damage and never on grounds of content.

Points of disagreement

The Concordance itself is the principal source of dispute. One reading, favoured in the Administrative Spiral Beta, holds that Administrative Nihilism is a late doctrine, not earlier than the Fifth Recension; another, favoured at the Administrative Spire, holds that it is the Tower's oldest position and that everything since has been an elaborate denial of it. The Administrative Lodes are said by the first group to exert a gravitational pull that draws precedents away from Nihilist citations, and by the second group to do nothing of the kind. Neither reading has been amended into the record, and both are cited in the same week by the same office.

Visitors are reminded that floor 44 is closed during the annual re-inking, and that annotations left on Tower documents are the property of the document, not the annotator.
