Section Gamma: Provisional Advisories

Section Gamma: Provisional Advisories

Section Gamma: Provisional Advisories are the standing notices, issued from the Atrium of Records on Spiral 7, Section Gamma, that withhold a status determination from a holding pending further examination. A provisional advisory is not a designation. It is a statement, renewed at intervals, that a designation has not yet been reached and that the holding which is its subject is to be treated in the interim as unclassified, referenceable but not citable.

Advisories are numbered in the order of their issue, not their appearance. The current run, opening at Advisory 1,001 and continuing, is maintained in the central ledgers, to which the Curators of Spiral Gamma alone hold the countersign. No advisory has ever been formally withdrawn. Advisories are superseded, which is a different word and the difference is a matter of frequent dispute.

Origin and the Gamma-7 formulation

The instrument was created by the Ordinance Gamma-7, Section 12(b), which provides at 12(b)(iv) that a holding may be reserved against classification where "the ordinary means of determination would require a reading that the Section is not prepared to make twice." Originally attached to the annex now occupied by Transitory Workroom Gamma-7, the advisory procedure was generalised within the decade and now covers every spiral answering to Section Gamma. The origin of the parenthetical 12(b) is not recorded; it appears in the sealed text and is reproduced in every recension, and no Curator has seen fit to remove it.

Access to holdings under advisory is governed by Ordinance Gamma-7, Section 4 and by Ordinance Gamma-7, Section 12(b) itself, which controls the circulation of the advisory roll. The practical effect is narrow: a provisional advisory suspends the access schedule that the holding would otherwise carry. Where an advisory applies to the body of a spiral, the officers of the spiral are consulted on the schedule before the advisory is renewed. The officers of Spiral 33-Gamma complained in 482 that this consultation is advisory. The wording of the reply from the Curators, preserved in the ledger, is "consultations have been consulted."

Course of expiry

An advisory lapses after four years and eleven months unless countersigned. In practice, the lapse is treated as a renewal, because the counter has been declining to sign. The roll shows Spiral 719-Gamma subject to continuous advisory since shortly after its designation as a provisional holding annex under 12(b), and the advisory was extended to that spiral's holdings without a counter-signature ever being entered. The Aperture Gamma Proto-Register recorded three provisional entries in the same term at Spiral 719-Gamma; the advisory roll has not been reduced to match. The discrepancy is discussed in the ledger as an anticipated notice of withdrawal.

Advisory of the Golden Corridor

The best-known advisory, issued 6 Winter 311, was raised against the Golden Corridor after a single morning's inventory. The second officer to walk the corridor that morning returned a second count of the corridor's length. The Curators declined to distinguish the two counts by name, and the advisory was struck: "the discrepancy is not to be resolved by preference; the Section prefers an undetermined length to a preferred one." The corridor, which contains no gold, replied that its name had been assigned by the Curators and was not a claim. Its reply is not in the ledger. The advisory lapsed in 316, was renewed by default, and has since been carried forward silently. The golden corridor's length remains unresolved.

Objections of the Chapter of the Eleventh Recension

The Chapter of the Eleventh Recension holds, in its letter of 318, that the advisory is in substance a contestation of the record and that the sheet should be titled accordingly. The Chapter's objection is that the sheet records the date of the objection and never the binding. It also notes that the advisory itself omits the object's finding and the binding, and that the omission is the document's principal defect. The Chapter proposes that the form be amended.

The Curators have not found a form to amend. A form exists; the Curators have declined to consent to it. Concordance 42, Annex Gamma, Section VII: Standard Operating Procedures for the Phenomenological Capture of Resonant Entities provides that a provisional advisory is "a disposition, not a form," and that the disposition is "not available to an object which is not found." The Chapter's reply, filed with the letter, points out that the Standard Operating Procedures speak of the object as "found" and never define the finding.

Register of provisional advisories (extract)

The current register, held at the Atrium of Records, is an inventory, not a procedure. It records three classes of material:

  1. Provisional advisories currently in force, including the number of the advisory, the class, and the date of the last refusal to count.
  2. Advisories struck or rejected, with the reason and the name of the officer who raised it.
  3. Advisories moved to the dull list, with a note.

Heavy stock is not counted at the Atrium of Records; the officer at the door has the count and does not release it. The standing photocopying restriction is that the register is open for reading but not for copying; the envelope is issued on request. At the Section 7.4 seal the last entry is dated 482, and the counter has been closed since. The incumbent, appointed in 616, has never opened it.

Disputed readings

The Concordance annexes treat renewal and lapsed advisories inconsistently. Annex 2 of Concordance 7 states that the lapse is "corrective"; Annex 4 of the same document states that the lapse is "not a finding." The two annexes were read together in 537 and the Section has never said which statement is lighter. Section 4: Provisional Ontology is held by the Curators to have subsumed 22 advisories, and the objectors hold that the count is only two-thirds correct. The dispute was recounted in 611 in the presence of a witness and the recount is not in the record. The Chapter of the Eleventh Recension has asked for an advisory against the recount. The request has been received.
