Index of Irreconcilables

The Index of Irreconcilables (designated I—R/Ω) is the official quarterly register in which certified Librarians formally record contradictions discovered between entries within The Concordances. Maintained by the Office of Contradiction & Rescission on Floor 22, its primary function is not to resolve conflicts but to preserve them as matters of permanent record, thereby preventing their accidental loss or suppression through administrative oversight.

Structure and Submission Protocol

Entries in the Index are formatted according to Annex VII of Addendum 9 to Concordance Iota. Each entry must cite, by clause and subparagraph, at least two mutually exclusive directives from any of the active Concordances. The submitting Librarian must include a notarized attestation of the contradiction’s “impeditive nature”—meaning it halts or confounds a cataloguing procedure—and propose no fewer than three potential resolutions, all of which must themselves violate at least one other standing ordinance. Submissions are processed in triplicate: one copy for the Central Index, one for the Master Index of the submitting floor, and one for the archival stacks of the Lower Reaches.

The physical Index resides on a rotating carousel of vellum scrolls in the Hall of Perpetual Amendment. A Satellite Index of current entries is distributed quarterly to all floors above Spiral 7, though updates to the Index of Superseded Clauses can render these distributions partially obsolete upon receipt.

Certification and Career Implications

Certification of an entry to the Index is a requisite milestone for advancement within the Librarian orders. Per Concordance Theta, Clause 22, a candidate for the position of Moderator of Record must have certified no fewer than fifty entries. The act of certification itself is often more contentious than the original contradiction, leading to a secondary corpus of “meta-irreconcilables” concerning certification procedures. The role of Index-Tender is often assigned to junior Librarians as preparatory training for this work. Their duties include cross-referencing provisional entries against the Grand Taxonomy and ensuring no proposed contradiction has already been logged in the Phantom Appendix.

Scholarly Dispute: The Static Congestion Model

A significant doctrinal rift exists regarding the ontological status of logged contradictions. The predominant school, led by the Archivist of Floor 900, argues that listing a contradiction in the Index of Irreconcilables formally “activates” it, making it a tangible obstruction within the Tower’s administrative logic. This is often cited in analyses of the Crisis of the Inverted Index.

The dissenting view, aligned with the Static Congestion Model of Queue Formation, holds that contradictions exist independently of their cataloguing. Proponents point to the Index of Unresolved Imperatives, which perpetually lists obligations (such as the mandate to locate the Central Index) that are considered unresolved regardless of their presence in any index. They argue the Index of Irreconcilables is merely a descriptive, not a constitutive, document.

Impact on Operational Concordances

While the Index does not directly amend law, its entries exert considerable indirect pressure. A contradiction that remains logged for four consecutive quarters is automatically elevated to the agenda of the Biennial Synod of Moderators. Furthermore, Concordance Kappa explicitly forbids the issuance of any new directive that would generate a contradiction identical in form to one already recorded in the Index, a rule that has drastically slowed legislative output since the late 400s.

The Index is also the primary source material for the Frame-Within-Frame Corollary, which posits that the Tower’s legal architecture is fundamentally sustained by its internal conflicts rather than in spite of them.
