Master Index (person)

MS 1260.44 · Persons

The Master Index (person) is the singular, official custodian of the architectural and administrative integrity of the Master Index as a physical structure and its associated systems. The office is appointed by a closed convocation of senior Master Scribes and holds an indefinite term, ending only upon voluntary relinquishment, incapacitation, or an edict of Supersedure ratified by the Folio. The individual is distinct from, yet symbiotically linked to, the document they steward, a relationship formalized in the Third and Twenty-Second Concordance.

Appointment and Authentication

The selection process for the Master Index is not recorded in any public Concordance; the relevant clauses, originally part of the Foundational Protocols, are stored under sigil in the Vault of Procedural Origin. What is known is that the appointment is confirmed via the application of the Great Sigil of Office to the candidate's right palm, a procedure witnessed by the sitting Satellite Index custodians from Floors 7, 14, and 23. This imprint grants the Master Index ultimate authority over the Index Column's physical integrity and is the root credential for all subsequent sigil authentications performed within the Tower's indexical hierarchy.

Core Responsibilities

The Master Index’s duties are manifold and primarily concern oversight and reconciliation. They are personally responsible for the quarterly reconciliation between the Index of Regrettable Omissions and the Index of Superseded Clauses, a ceremony that requires the physical presence of both ledgers in the Chamber of Luminous Compliance. Furthermore, they perform, or delegate under their direct seal, the monthly reconciliation of the Index of Unspoken Prefaces and the Index of Ambiguity with the Master Index document itself. Ultimate authority over all silent systems—including environmental controls, Echo Map calibration, and Isolation protocols for compromised holdings—rests with this office, with operational status logged in the specialized Index of Internal States.

The Practical Examination

One of the few publicly visible functions of the Master Index is the administration of the practical examination for Index-Tender certification. Per Ordinance 14.B(γ), each candidate is examined on a floor assigned by the Master Index. The Master Index proctors this examination in person, though the specific criteria for evaluation are contained within the Master Copy of Clause 19, to which only they and the Grand Taxonomist hold simultaneous key-sigils. Success or failure is recorded not by mark, but by the candidate's name being entered into either the Citizen Roll or the log of Unassigned Persons.

Dispute and Interpretative Authority

While the Master Index (document) is the authoritative record, its human counterpart serves as the final arbiter in cases of operational or sigil conflict between subsidiary indices. A ruling by the Master Index can only be overturned by a Diurnal Concordance—a unanimous vote of all Satellite Indices—or by an amendment to the Master Amendment Log that directly addresses the contradiction. This has led to the office being described as "the keystone of applied contradiction," a phrase attributed to the Sub-Index of Unfulfilled Prophecies.

Physical Presence and Locale

The Master Index is not bound to a single floor but maintains primary offices adjacent to the Fixed Ladder Index on Floor (Xi), and within the Central Index spire. Their movements are not logged in any public register, though a dedicated annex to the Satellite Index on Floor α (Alpha) tracks "authority vectors" for system stability. It is a matter of scholarly debate whether the Master Index ever leaves the Tower's interior; the Seventh Concordance implies periodic "external audits," while the Twelfth Concordance categorically states the office is "architecturally intrinsic and therefore immobile." This contradiction remains unresolved.

Succession and the Echo

Upon the office becoming vacant, the Tower's silent systems initiate a protocol known as "The Interim Echo." During this period, which lasts no less than seven and no more than forty-seven days, critical reconciliations are suspended, and sigil authority devolves to a cryptographic consensus among the three eldest Satellite Indices. The Echo ends when the new Master Index's sigil is successfully applied to the Root Node of the Master Index document, an event marked by the automatic issuance of a Certificate of Continuity to all registered Index-Tenders.
