Citizen Roll

Citizen Roll refers to the foundational index of individuals granted formal habitation rights within the administrative bounds of the Tower, distinct from but subsidiary to the Master Roll of Primary Registrants. Maintenance of the Citizen Roll is the primary function of the Bureau of Appointments, under the direct oversight of the Office of Perpetual Affairs.

Physical Composition and Location

The Citizen Roll exists as a series of interlocking, continuously-rotating parchment spools housed within the central atrium of the Bureau of Appointments on Floor Ξ-44. Unlike the singular, monolithic Master Roll, the Citizen Roll is modular. Each spool, known as a Cartridge of Entitlement, corresponds to a designated range of Citizen Identification Numbers (CIDs). The physical mechanism for adding a new name involves the pneumatic insertion of a pre-inked vellum slip into the appropriate cartridge, a process governed by Ordinance 4, Clause 17. The entire apparatus occupies a space approximately 30 meters in diameter and is maintained at a constant humidity of 45% to prevent parchment desiccation.

Criteria for Inclusion

Inclusion on the Citizen Roll is contingent upon one of three pathways:

• Primary Registration Descent: Any entity listed on the Master Roll of Primary Registrants may petition for derivative citizenship for up to seven designated affiliates, provided said affiliates submit a Voluntary Declaration affirming their association with the primary registrant.
• Administrative Sponsorship: A sitting Arbiter or Senior Clerk may sponsor an individual for citizenship by filing a Form A-7 "Writ of Habitation." This method is subject to annual quota limits set by the Third Concordance.
• Cartographic Anomaly: Individuals discovered within unmapped interstitial spaces (e.g., between-floor stairwells, silent galleries) may be granted provisional citizenship after a 40-day review period, as per Annex Δ of the Seventh Concordance.

Notably, mere physical presence within the Tower does not confer citizenship. The status of "Visitor-Permanent" is a separate classification managed by the Chamber of the Fundamental Link.

Rights and Obligations

Citizenship grants the right to petition for a residential alcove, access to non-restricted library stacks, and the ability to file formal Voluntary Declarations. Key obligations include:

Bi-annual Census Verification

Every citizen must confirm their continued existence and location within the Tower by submitting a stamped verification slip to a designated census kiosk. Failure to do so for two consecutive periods results in status downgrade to "Dormant," triggering a review by the Office of Perpetual Affairs.

Taxation-in-Kind

Citizens are required to contribute one unique, non-duplicate piece of information (a "factual tithe") to the Tower's archives per decadal cycle. The acceptability of the tithe is judged by a panel of three Librarians.

Jury Service

Citizens may be called to serve on juries for disputes of nomenclature or ontological precedence, as outlined in the Fifth Concordance.

Contradictions and Disputes

The legal standing of citizens born within the Tower but whose parents are not on the Citizen Roll is a point of significant scholarly contention. The Third Concordance implies such individuals inherit a "derivative right of abode," while the Fifth Concordance explicitly states "citizenship is a conferred status, not a birthright." This has led to the existence of a subclass known as "Interstitial Natives," whose rights are adjudicated on a case-by-case basis. Furthermore, Ordinance 4 and the Seventh Concordance offer conflicting guidance on the citizenship status of entities that are themselves catalogued holdings (e.g., a sentient treatise). Most such cases remain in perpetual legal review.

Historical Amendments

The Citizen Roll has undergone seventeen Major Reconciliations since its inception. The most significant, Reconciliation IX (Year of the Silent Bell), expunged 3,442 names following the "Crisis of the Redundant Souls," wherein a flaw in the cartographic anomaly pathway led to multiple citizens being registered for the same ontological space. The current protocol for duplicate detection involves a weekly cross-reference with the Master Roll of Active Designations. The Roll was temporarily relocated to the Reflexive Vault during Reconciliation XII for security, though standard consultation access remains on Floor Ξ-44.
