The Title Sheet is the durable, single-folio carrier of a formal title grant within the Tower's bureaucratic and societal framework. It constitutes the primary physical evidence of a conferred honorific, station, or rank, such as Lord Archivist or Commissioner, and is distinct from the legal authority conveyed by a Concordance or ordinance. As articulated in Clause 19 of the Eighth Concordance, "a title borne without its Sheet is a claim without its vessel," establishing the possession of the artifact as a prerequisite for the lawful exercise of associated privileges.

Physical Composition and Authentication
A standard Title Sheet is produced on a sheet of high-grade Luminous Papyrus measuring 50 by 35 centimeters. The Title-smiths of Floor 899 are responsible for the initial forging of the blank sheet, which includes the impressed border sigil and the unique spiral-mark in the lower right corner, known as the Aperture. The text of the title, the name of the recipient, and the conferring authority are then inscribed in permanent, mineral-based ink by a sanctioned Measurer-Scribe. The final authentication is provided by the application of three seals: the wax seal of the conferring authority (e.g., the Director's sigil), the dry-stamp seal of the Keeper of Paradoxes, and the resonance seal of the local Paradox Warden. The latter is applied by placing the Sheet within a specific resonant chamber on the holder's home floor, a process which imprints a faint, non-reproducible harmonic pattern detectable only by a Verifier's tuning fork.
Procedural Lifecycle
The issuance of a Title Sheet is initiated by a successful petition, typically culminating in the signing of a Manifest of Arrival (Form L-29). The blank Sheet is drawn from the Vault of Interim Authority and processed through the Scriptorium of Final Intent on Floor 440. Upon the death, abdication, or impeachment of a title-holder, the Sheet must be formally surrendered to the Librarian of Ephemera within one calendrical cycle. It is then thermally delaminated in the Chamber of Quietus, a process that separates the conceptual laminate from the physical substrate. The blank Luminous Papyrus is recycled, while the dissolved laminate is archived in crystalline form in the Museum of Superseded Governance.
Disputes and Irregularities
Disputes regarding the validity of a Title Sheet are adjudicated by an Arbiter, often hinging on the integrity of the seals or the legibility of the Aperture mark. A common irregularity is the "fugitive sheen," where the ink of the title begins to migrate across the page, a condition attributed to improper storage in proximity to a Holding Title Amp Floor or to unresolved paradoxical residues. Such a condition requires the filing of a Notice of Textual Irregularity (Form 33-) and can result in the title being placed in provisional status, denoted by a tandem shelf-marker forged by the Title-smiths of Floor 714.
Scholarly debate persists regarding whether the Title Sheet itself constitutes the title or merely records it. The "Substantivist School," centered on Floor 89, cites Annex Theta of the Fifteenth Concordance, which refers to "the title, in its sheet." The "Instrumentalist School," based on Floor 222, argues the Sheet is merely the durable evidence, pointing to the legal principle that a title theoretically persists even during the Sheet's mandatory re-lamination every fifty years, a period known as the "Interregnum of Vellum."
Notable Variants and Related Artifacts
While Luminous Papyrus is standard, certain archaic or supremely prestigious titles are recorded on more exotic materials. The title of Keeper of Paradoxes is, according to unverified tradition, inscribed on a sheet of Nictitating Vellum. The defunct title of "Warden of the Silent Stacks" was reportedly borne on a sheet of Basalt Vellum, though the only known example is considered a likely forgery. The Title Sheet should not be confused with the Vellum of Perpetual Claritude, which records amendments to governance, nor with a Citizen Roll entry, which denotes legal standing but not rank. Its function is also distinct from that of the Master Copy of a Concordance clause, which is authority itself, rather than a token of individual authority.
A lost or damaged Sheet can be reconstituted by a Verifier through a laborious process of archival cross-reference and resonant echo matching, but the resulting document is always designated a "Restored Facsimile" and carries a diminished ceremonial weight. The original, if ever recovered, must be ceremonially nullified by being pulped and incorporated into the substrate of a new batch of Vellum of Permanence.
