The Stamped Cover Sheet
MS 2023.75 · Documents and ordinances
The Stamped Cover Sheet is a class of certified docket artifact employed within the vertical administration of The Tower to bind a holding's provenance, transit record, and provisional status into a single physical folio. It is distinguished from ordinary cover documents by the impression of at least one Provisional Sigil (Ψ) upon its surface, a mark that, under Ordinance 707.12, converts a mere description into an active catalogue entry pending full concordance.
Composition and Issuance
The Stamped Cover Sheet is prepared upon a leaf of Vellum of Permanence, cut to the standard Tower folio of 31.4 by 20.1 centimetres. The overseeing Bureau of Precedential Analysis supplies the blank sheet; the issuing officer then affixes the Form L-29 "Manifest of Arrival" data, the Gamma Manifest recitation of prior inquiry, and the holding's Pre-Conditional Index reference. Only after these are entered may the Provisional Sigil (Ψ) be physically stamped onto the docket by a Librarian-Provisional, as required by the standing interpretation of shelf-mark activation recorded in Annex γ-9.
On the third day of Winter Recension 447, a clerk of Sub-basement Scriptorium named Pel Erton stamped a cover sheet without first entering the Gamma Manifest provenance, citing a shortage of carbonised quills. The resulting sheet was held valid by Intake 10,000 but voided on appeal under Third Concordance, Annex 4, which states:
"No stamped folio shall be esteemed wherein the inquiry's provenance is recited after the sigil's fall, for the mark anticipates a record not yet made."
— Third Concordance, Annex 4
Relation to Other Cover Documents
The Stamped Cover Sheet is frequently confused with the Title Sheet, though the latter serves as evidence of a formal title grant rather than a provisional holding. A sheet bearing both a Seal of the Silent Inkwell and a Provisional Sigil (Ψ) is termed a Double-Stamped Cover and is subject to the Silence Rule within four paces of unrolling. The Whispering Atlas Petition of Floor 212-Ω established that such sheets may not be read aloud in the presence of a Sub Folio 112 A722 without prior counter-stamp from the Central Chronometric Spire.
Scholars of Carbon Dating Archival dispute whether the stamp's ink ages at the same rate as the vellum. The Second Concordance holds that the sigil's impression is outside time; the Fourth Concordance counters that all impressions decay at 0.003 mm per century, a contradiction unresolved since Recension 390.
Incidents of Mis-Stamping
In the winter of Recension 511, an expedition returning from Bud Stage presented a Stamped Cover Sheet inverted, the sigil impressed upon the blank verso. The Procedures of the Quiet mandated surveillance review, and the sheet was adjudged void under Ordinance 707.12, whose text is inscribed on a single copper-alloy sheet held in Annex γ-9. The expedition's leader, one Darlo Mint, petitioned Intake 10,000 for reissue; the petition was denied on the ground that "anticipation of vacancy," per the extension by Arlo Vex of the Doctrine of Irreversible Vacancy, did not cover anticipation of a stamp.
A separate grievance arose when the Bureau of Precedential Analysis employed a Sequencer who adopted a procedural shortcut omitting the Pre-Conditional Index from the sheet's margin. The resulting cover was accepted at Procedural Grade (75–200 STL) but later found to lack counter-stamp, rendering its Conceptual Laminates holding unverifiable.
Scholarly Disagreement
The status of a Stamped Cover Sheet under the Third Concordance and the Fifth Concordance remains contested. The former asserts that the sheet's validity expires at the next recension of the Pre-Conditional Index; the latter maintains that validity persists until a Librarian of unspecified rank declares the holding resolved. The Bureau of Precedential Analysis has prepared cover memoranda suggesting a unified recension, but no Concordance has adopted the proposal.
It is further noted that a sheet stored within Sub-basement Scriptorium for more than two centuries acquires a faint harmonic resonance, audible only to those who have handled Vellum of Permanence for at least nine consecutive years. The resonance is not considered evidence and may not be cited in disputes.
Administrative Note
A Stamped Cover Sheet left unattended on a transitional stair between floors must be weighted with a stone of no less than 400 grams, or it will be removed by the Procedures of the Quiet as untitled drift. This requirement appears in no Concordance and is observed by custom alone.
