Master Roll of Primary Registrants
MS 0609.15 · Documents and ordinances
The Master Roll of Primary Registrants is a vellum scroll of indefinite length that records every entity, concept, or phenomenon granted primary registration status within the Tower’s cataloguing system. It constitutes the definitive source of ontological precedence, establishing the foundational "first mention" from which all subsequent indexing, cross-referencing, and subsidiary rolls, such as the Citizen Roll, are derived. Its physical stewardship falls under the Office of Perpetual Affairs, while its doctrinal authority is interwoven with the protocols of the Chamber of the Fundamental Link.
Physical Description and Location
The Master Roll is housed within the Reflexive Vault on Floor 8,099. The scroll is wound on two spindles of polished calibration-grade obsidian, mounted within a hermetically sealed vitrine of non-reflective glass. According to the last published inventory (Log 8,099-Ξ), the exposed portion of the vellum measures 4.32 meters in width. The length is indeterminable, as unwinding the scroll beyond the currently viewed segment is prohibited by Ordinance 4, Clause vii. The ink is a proprietary iron-gall formulation, its spectral signature recorded in the Vault of Primary Measures for authentication purposes.
Function and Procedural Generation
Primary registration is an event, not an application. It occurs at the moment the Tower’s indexing protocols determine that a subject possesses sufficient "referential mass" to warrant a foundational entry. This process is automatic and triggers three simultaneous events: the inscription of the entry on the Master Roll, the generation of a CPR-1 (Certificate of Primary Registration) document, and the creation of a corresponding, yet distinct, entry in the Master Index. The Master Roll entry itself is minimal, typically containing only the registered designation, a unique registration integer, and a chrono-signature tied to the Omicron Clock. All descriptive metadata, provenance trails, and categorical assignments are managed within subsidiary systems.
Access and Consultation Protocols
Direct consultation of the Master Roll is governed by Ordinance 4, the original scroll of which is housed in the Vault on Floor Ξ-44. Access requires triple-key authorization: one key held by the Lead Archivist of the Office of Perpetual Affairs, one by the presiding Provenance Master, and one held in escrow by the Chamber of the Fundamental Link. Requests must be submitted via Form R-7, justified under one of seven permissible reasons outlined in the Ordinance, most commonly "to resolve a conflict of precedence between subsidiary registries." All consultations are witnessed and logged in the Master Log of Amendments, even if no amendment occurs.
Doctrinal Disputes and Anomalies
The Master Roll is not without its contradictions, primarily concerning entries that appear to predate the establishment of the Roll itself. The most cited example is the entry for "The Tower," which bears Registration Integer 1 but a chrono-signature that aligns with the commissioning of the Omicron Clock in Epoch 3, not Epoch 0. Scholars of the Senior Indexers' Guild are divided into two schools: the "Retroactive Inscription" school, which holds that early entries were transcribed from a prior, lost medium; and the "Conceptual Primacy" school, which argues the chrono-signature records the moment of formal recognition, not creation, a nuance they claim is supported by ambiguous passages in Annex Delta of the Third Concordance.
Furthermore, the Third Concordance implies the Roll contains "silent entries" for concepts so fundamental they require no explicit inscription, while the Seventh Concordance explicitly denies the possibility of uninscribed knowledge. This contradiction remains a staple of doctrinal review during the Annual Reconciliation of Inventories.
Relationship to Other Core Registries
The Master Roll’s primacy is hierarchical but not descriptive. It feeds into several pivotal systems:
- Citizen Roll
- Managed by the Bureau of Appointments, the Citizen Roll is a subset, listing only those primary registrants granted habitation rights. Its authority is derivative.
- Master Registry of Assumed Knowledge (MRAK)
- The MRAK contains knowledge so pervasive it needs no active registration. Its relationship to the Master Roll is defined by a reciprocal non-aggression pact detailed in the Precedent Register, Case 44-Ψ.
- Grand Taxonomy
- The Taxonomy classifies and relates entries from the Master Roll, but cannot create or annul them. A change in the Taxonomy does not constitute a change in primary status.
- Official Latent Atlas
- The Atlas maps potential and emergent subjects not yet registered. Entries in the Atlas exist in a state of "probational ontology" until, upon achieving sufficient definition, they trigger an automatic registration event on the Master Roll.
