Certificate of Primary Registration (CPR-1)

MS 3102.35 · Documents and ordinances

The Certificate of Primary Registration (CPR-1) is the foundational administrative instrument issued by the Department of Vital Statistics upon the formal birth of a subject into the Tower's catalogical reality. It serves as the sole proof of Primary Citizenship and establishes an entity's initial locative and definitional coordinates within the archival continuum.

"The mark upon the scroll is not the registration; the registration is the necessity for the mark."
— Addendum Ω to the Third Concordance, Clause 7.22

A common inscription found on the plinths of Registration Clerk kiosks.

Issuance and Physical Properties

The CPR-1 is generated concurrently with an entry in the Master Roll of Primary Registrants and the issuance of a Certificate of Categorical Solitude. The process, known as a Tripartite Inscription, occurs within the Hall of Inception. The certificate itself is a single sheet of vellum, harvested from the archival goats of Floor 447 and treated with a suspension of inert chalk and mastic. Standard dimensions are 297 mm by 210 mm, as calibrated against the Primary Standards held in the Vault of Primary Measures. The document bears three essential components: the unique archival locator code (ALC), the Gregorian-styled date of registration (though the Tower's internal chronology follows a different system), and the signature of the attending Registration Clerk, rendered in iron-gall ink.

Administrative Function

Possession of a valid CPR-1 grants the bearer specific rights and obligations under Tower law, chiefly the right to petition for amendment, the obligation to report ontological drift, and the privilege of unrestricted (though not unimpeded) vertical transit for a period of one hundred years. It is the primary document required for any interaction with the Department of Provenance, and its ALC is used to trace all subsequent derivative registrations, such as those for transient properties or ephemeral events associated with the primary subject. Without a CPR-1, an entity is considered a "provisional phenomenon" and may be subject to immediate dissolution or re-filing by the Clerks of the Spiral.

The Locator Code Controversy

The structure of the Archival Locator Code has been a point of persistent scholarly and bureaucratic dispute. The Second Concordance (Annex D) explicitly states the code is a nine-digit numeral derived from the sequential order of inscription on the Master Roll. However, the Fourth Concordance (Clause 188.07, notably amended following the Incident of the Migrating Map) introduces alphanumeric prefixes indicating the notional "weight" and "luminosity" of the registered subject. Most issued CPR-1s bear codes that conform to neither system perfectly, leading to the common administrative practice of "deferred codification," where the code is considered provisional until a Certificate of Final Form is issued—an event that, for most subjects, never occurs. This contradiction is often cited in petitions before the Chamber of Deferred Judgement.

Loss, Duplication, and Forgery

The loss of a physical CPR-1 does not annul the registration, as the Master Roll entry is considered definitive. However, a replacement document, designated CPR-1R, can only be issued after a seven-year dormancy period and a successful audit by the Department of Self-Aware Archives to ensure the subject's continuity has not fractured. Duplicate certificates are impossible by doctrine, though the case of Registration MM-X-188.07 (the Migrating Map) demonstrated that a subject could, under extreme textual pressure, generate self-referential copies that were later adjudicated to be "iterative manifestations" rather than duplicates. Forgery of a CPR-1 is the highest grade of administrative crime. The Fifth Concordance mandates that forged certificates are to be ceremonially fed to the theorem-engines on Floor 909, and the forger is issued a Certificate of Irreconcilable Momentum, effectively propelling them into an endless bureaucratic process.

Relation to Other Instruments

The CPR-1 is the first in a potential series of certificates that may define a subject's journey within the Tower. It is a prerequisite for the Certificate of Volitional Migration, which permits a subject to petition for a change in categorical shelf. Conversely, if a subject is found to have never existed due to a recursive definitional error, the CPR-1 is ceremonially nullified by the issuance of a Certificate of Verified Absence, which creates a documented lacuna where the subject once was. The CPR-1 is also distinct from the Certificate of Categorical Solitude; the latter certifies the subject's unique existence, while the former certifies its administrative enrollment.

The enduring authority of the CPR-1 lies not in its material form, but in its universal acceptance as the gate between the unnamed potential of the Interstitial Spaces and the named, catalogued reality of the Tower's endless stacks. As noted in the obscure Commentaries on Ephemeral Filing, "To hold one's CPR-1 is to hold the receipt for one's own reality."
