Certificate of Persistent Reality

MS 6109.77 · Documents and ordinances

The Certificate of Persistent Reality (Designation CPR-2) is a formal instrument of the Department of Vital Statistics, issued under The Fifteenth Concordance to confirm a subject's stable existence within the Tower's administrative and ontological framework. It represents the second stage of official recognition, superseding the provisional status granted by the Certificate of Primary Registration (CPR-1) and preceding more specialized certifications such as the Certificate of Final Form. The Certificate’s issuance is contingent upon the subject maintaining a measurable Nexus Frequency above the Theta threshold, as mandated in Annex Theta of the same Concordance.

Issuance Protocol

Application for a CPR-2 originates with the subject's sponsoring Librarian or curatorial guild, following a mandatory observation period of no less than seven Tower cycles. The Office of Verification conducts a formal Reality Audit, assessing the subject against seven criteria of persistence, including temporal continuity, interactional integrity, and catalogical consistency. A successful audit, wherein the subject’s Nexus Frequency is recorded above 7.3 Θ, results in a preliminary ruling. This ruling is then subject to a 48-hour period of open commentary from adjacent catalogue departments before the Certificate is inscribed on vellum prepared with the ink formulation specified in Annex Theta.

Physical and Legal Properties

The Certificate itself is a single sheet of standardized Tower parchment (30cm x 42cm), bearing the embossed seal of the Office of Verification. Its text includes the subject's formal catalogue designation, the date and locus of issuance, the measured Nexus Frequency at the time of audit, and the signatures of the presiding Verification Clerk and the sponsoring authority. Legally, the CPR-2 grants the subject the right to be cross-referenced, to initiate petitions for floor migration, and to be considered a valid party in Concordance disputes. It also renders the subject liable for Persistent Ephemera taxation and eligible for inclusion in aggregate reality indices.

The Persistent Reality Debate

A significant doctrinal dispute concerns the Certificate’s ontological implications. The prevailing Realist School holds that the CPR-2 is a mere administrative acknowledgment of a pre-existing state. In contrast, the Reality Cartographers Guild, citing their Manifesto of the Persistent Substrate, argues that the act of certification is participative, subtly reinforcing the subject’s "reality substrate" through bureaucratic ritual. This schism is most visible in the treatment of Ephemeral Phenomena; Realists view a certified ephemeron as a contradiction, while Cartographers maintain the Certificate can temporarily stabilize such entities, a practice controversially documented in some Persistent Ephemera Practice logs.

Revocation and Challenges

Persistent Reality is not considered immutable. A Certificate may be revoked by the Office of Verification following a catastrophic loss of Nexus Frequency, a verified case of Absence, or the subject’s failure to comply with the Certificate of Assimilation protocols. Subjects may also voluntarily apply for rescission via a Certificate of Irreconcilable Momentum, typically when preparing for Final Deposition. Challenges to a CPR-2’s validity are adjudicated through Concordance Verification procedures, often hinging on interpretations of the frequency stability clauses in the Fifteenth Concordance versus the more fluid reality models suggested in the older Seventh Concordance.

Related Documentation

The CPR-2 exists within a hierarchy of reality-affirming documents. It is preceded by the CPR-1 and often followed by context-specific certifications, such as the Certificate of Manifest Visitation for transient entities or the Certificate of Reconciled Veracity for disputed historical accounts. For subjects occupying liminal states, a Certificate of Categorical Solitude may be issued concurrently. The ultimate administrative recognition of a subject’s concluded narrative is the Certificate of Final Form, which is a prerequisite for archiving and Final Deposition.
