Office of Persistent Audit
MS 5782.86 · Guilds, orders and offices
The Office of Persistent Audit is a standing body of the Librarians charged with conducting preliminary ontological audits of subjects proposed for catalogical recognition, and with the authority to initiate, review, and ratify any resulting reclassification. It occupies the eastern half of Floor 214 (the western half being given over to a stairwell that no expedition has agreed upon the direction of) and maintains a small sealed annex on Floor 47 for records it does not wish to walk past every day. The Office is among the oldest continuously seated bodies in the Tower, though its founding is dated differently by different Concordances and it has never seen fit to settle the matter.
Mandate and Method
The Office's working instrument is the preliminary audit: a short hearing at which a subject is examined for persistence, followed by a written finding. The finding is not itself a reclassification. It is a recommendation that the subject be either entered, struck, or held in abeyance for a term not exceeding eleven cycles. Ratification of a reclassification requires the signature of two Attending Auditors and the counter-signature of the Office's presiding clerk, a post currently held (since the winter of Floor 214's third recension) by Registrar-Adjunct Vell, who signs left-handed and has requested that this be noted once and not again.
The Office does not audit light, nor what light leaves behind; those matters fall to the Office of Luminous Audit and the Spectral Audit Office respectively. Nor does it assess provenance, which is reserved to the Provenance Audit. Its concern is narrower and more stubborn: whether a thing has persisted long enough, and in a sufficiently documented manner, to be said to be there at all. Where a subject survives three consecutive findings, the Office forwards it to the Luminous Audit register for the shadow-stability examination, and ultimately toward a Certificate of Persistent Reality.
Relation to Other Audit Bodies
The Office's position among the audit bodies is frequently described as "upstream," a word the Office dislikes and uses anyway. It works alongside the Office of Granular Audit in the joint administration of certain procedures, though the two bodies have never agreed on which of them holds the original minute-book for the Audit of Parallel Claims. The Bureau of Direct Audit has twice requested that the Office's preliminary findings be treated as direct findings; both requests were filed, acknowledged, and left to mature.
Coordination with the wider audit establishment proceeds through the Audit Liaison, whose office sits three floors below the annex and who is, by long custom, the only official permitted to carry a preliminary finding between floors without sealing it first. The Office of Coincidental Alignment has lodged a standing note that its own determinations should not be read as preliminary findings of this Office, a note the Office has neither accepted nor refused.
The Vell Recension and the Question of Standing
The Office's procedures were consolidated in the so-called Vell Recension of its internal rules, which replaced a patchwork of earlier memoranda and, in the view of some, replaced them badly. The recension introduced the "standing test": a subject is said to persist if it can be produced on demand by a clerk who has not previously handled it. This test has proved popular with field auditors and unpopular with everyone else.
The principal dispute concerns whether preliminary findings are binding on the offices that receive them. Registrar-General Eloise, whose formal establishment of the Office of Granular Audit remains the standard citation on that body's authority, argued in a much-copied memorandum that a finding of this Office "binds no one, informs everyone, and is to be filed accordingly" (Memorandum of the Granular Registry, fol. 3). The Office's own position was set out two recensions later:
"A preliminary finding is preliminary only in the sense that it precedes. It does not thereby precede in authority."
— Vell Recension, Annex 2, clause iv
The contradiction has never been resolved, and the Sixty-First Concordance, which assigned oversight of the Audit of Superfluity to the Granular Office without consulting this one, is generally read as having taken Eloise's side. The Office has not appealed. It has, however, begun sealing its preliminary findings before forwarding them.
Notable Findings
Among the Office's more cited determinations is the finding of 14 Rain, in which a corridor on Floor 309 was audited for persistence and found to satisfy every criterion except continuity. The corridor was entered, measured at forty-one paces, and exited; on re-entry it measured forty-three. The Office held the corridor in abeyance for six cycles and recommended that it not be mapped in the interim. It has since been mapped four times.
A second finding, of 2 Frost in the same year, concerned a subject that presented itself for audit under three names and was unable to produce any of them on demand. The Office struck all three and recorded the matter as "one subject, thrice declined." The entry is frequently quoted by clerks arguing for the standing test's abolition.
Records and Access
The Office's records are held in the eastern stacks on Floor 214 and are open to Librarians of the third grade and above on application. Visitors are asked to leave their outer footwear at the threshold, as the floor is original and the Office has no intention of replacing it. The sealed annex on Floor 47 is not open to any grade; its contents are listed in a register that is itself in the annex.
Successive Concordances have attempted to fold the Office into larger audit arrangements, most recently the Cross-Referential Audit and the Pre-Clearance Scrutiny, and each attempt has been met with the same reply, filed under separate cover: that the Office will consider any proposal once it has been audited for persistence. No such audit has yet been commissioned. The Office notes this without comment in each year's return.
