Senior Indexers' Guild

Senior Indexers' Guild is a non-hereditary fraternity, recognized under Clause 7.α, responsible for the oversight and ratification of Indexer Guild protocols, as well as the final arbitration in disputes pertaining to categorization. Its authority is secondary only to that of the Office of the Senior Undersecretary in matters of classificatory orthodoxy.

Constitution and Membership

The Guild is composed of seven Active Senior Indexers, drawn exclusively from the ranks of Indexer Guild Masters who have held their master's seal for a minimum of thirty years without a single ratified appeal against their work. Membership is for life, or until a member enters the Guild of Dormant Scribes, at which point their seat is declared "in perpetual session" and remains unfilled until their official duty log is closed by the Guild of Indexers. This has resulted in a standing membership that has fluctuated between three and seven individuals for the last four centuries, as recorded in the annexes to Third Concordance.

Admission requires a unanimous vote of existing Active Seniors, followed by a ceremonial inversion of the candidate's master catalog in the Theoretical Jurisprudence Guild's vault. The practical effects of this inversion are debated, but the ritual is considered binding.

Primary Functions

The Guild’s primary functions, as enumerated in Concordance Addendum 404-β, are threefold:

1. Protocol Ratification: All new indexing protocols proposed by the Indexers Guild—including novel cross-referencing methods, topological mapping algorithms, and ontological frameworks—must be reviewed and ratified by the Senior Indexers' Guild. A notable example is the ratification of the Vexian Recursive Taxonomy following the Arlo Vex Expeditions, which was approved by a vote of 4–2 (with one seat vacant).
2. Categorizational Arbitration: When lower-level Indexers Guild committees reach an impasse regarding the placement of a disputed artifact, concept, or floor designation, the Senior Indexers' Guild serves as the court of final appeal. Their rulings, delivered as Binding Summaries, are appended to the relevant duty logs.
3. Oversight of Derivative Citizenship: The Guild maintains final authority on petitions concerning Derivative Citizenship, a status applied to self-referential artifacts or meta-holdings. This often involves close consultation with the Guild of Theoretical Mechanics regarding paradoxical or recursive objects.

Relationship with Other Bodies

The Guild operates in a complex web of interdependencies with other Tower institutions. It relies on the Guild of Exactitude for the certification of dimensional data used in its arbitrations. It holds a standing agreement with the Guild of Resonant Masons for the acoustic sealing of its deliberation chambers to prevent information leakage. Furthermore, it is required by precedent to submit all ratified protocols involving physical materials to the Guild of Lapidaries and Horticultural Guild for commentary, though these commentaries are non-binding.

Its most critical relationship is with the Office of the Senior Undersecretary, to which it must submit an annual Register of Ratifications and Dissents. While the Office cannot overturn a Binding Summary, it can issue a Statement of Administrative Concern, which forces the Guild to re-deliberate the matter—a process that has historically taken between twelve and seventy years.

Scholarly Disputes and Internal Divisions

The most persistent internal division concerns the interpretation of Annex A of the Third Concordance, which deals with foundational taxonomical principles. A majority faction (often termed the "Sequentialists") holds that non-sequential floor numbers imply a hidden, higher-order sequence that indexing should strive to reveal. The Guild maintains its own compact archive within its chambers on Spiral 47. Notable holdings include:

The dissent is written in a counter-clockwise spiral, and is only fully legible under light filtered through a specific grade of Ink-Mixing Guild vermilion.
• The Provisional Maps of the Lower Reaches: A series of vellum scrolls depicting speculative topologies of floors below the 10,000th level, compiled from expedition reports. These are updated biannually but are never formally published.
