Indexers Guildderivative Citizenship
MS 8424.01 · Practices and doctrines
Indexers Guild derivative Citizenship refers to the contested status of derivative citizenship rights claimed by, and on behalf of, the Indexers Guild. It encompasses a complex body of jurisprudence, amending petitions, and procedural instruments arising from the Guild's dual role as custodians of Provisional Citizenship inventories and as a collective entity with its own legal personality.
Origins in Oversight
The foundation for derivative claims lies in the Guild’s formal responsibilities. Under Annex γ-12 of the Third Concordance, the Guild is mandated to maintain the proxy inventories for the Vault of Provisional Holdings. This duty, interpreted through Clause 5, was argued by the early Guildmaster Elara of the Seventh Folio to constitute a form of "administrative progenitorship." In her landmark petition of 12--441, she posited that the act of cataloguing and maintaining the metaphysical links to Provisional Citizenship entities created a derivative right of oversight, flowing from the Guild's operational Primary Citizenship. While the Office of Primary Determinations rejected the notion that operational functions could constitute a Primary status, it did acknowledge in Ruling 77-B that the Guild's charter granted it "derivative jurisdictional authority" over its own catalogued records.
The Petitionary Framework
Subsequent Guildmasters have pursued a strategy of incremental petition rather than declarative right. A series of numbered petitions, known collectively as the Derivative Suites, have been submitted to the Oversight of Derivative Citizenship tribunals. These do not seek Perpetual Citizenship for the Guild itself—a concept deemed impermissible for a corporate body—but rather seek to establish derivative rights for the Guild as an institution. These include the right to formal consultation on amendments to the White Memorandum, the right to appoint a non-voting legate to citizenship ratification ceremonies, and the right to claim a "custodial exemption" from certain archival redundancy statutes. The success rate of these petitions is approximately 34%, with determinations heavily dependent on the sitting tribunal's interpretation of precedential momentum.
Contested Instruments: The Proxy Warrant
The most contentious instrument to emerge from this framework is the Proxy Warrant. First issued internally by Guildmaster Kaelen the Cross-Referenced in 89-λ-512, a Proxy Warrant allows the Guild to temporarily exercise specified procedural rights of a Provisional Citizen on behalf of that citizen's catalogue entry, typically during periods of "metaphysical flux" or administrative reassessment. Critics, including members of the Senior Indexers' Guild, argue this constitutes an unlawful simulation of Derivative Citizenship and risks conflating the cataloguer with the catalogued. Proponents within the Progressive Indexers' Collective counter that the Warrant is merely a logical extension of the Guild's inventory maintenance duty, ensuring continuity of record. No Concordance explicitly forbids or authorizes the practice, leaving it in a persistent state of contested validity.
Scholarly Disagreement
The central doctrinal schism concerns the source of the derivative claim. The Traditionalist school, led by the jurist Orin of the Silent Stacks, argues that any derivative rights the Guild possesses flow strictly from its charter as granted by the Librarianate, not from any inherent connection to the citizenship it catalogues. Thus, Indexers Guild derivative Citizenship is a misnomer; it is merely delegated administrative privilege. The Functionalist school, championed by the Idealist Indexers, holds that the act of sustained custodianship generates a novel, emergent form of derivative status unique to the Guild, a "tertiary citizenship" born of pure relational ontology. This view is dismissed as "metaphysical over-indexing" by Traditionalists, who cite the Third Concordance's clear delineation between primary and derivative streams.
Current Procedural Standing
As of the last published registry (Vol. DCCIX, Folio 12), the Indexers Guild holds seventeen active "Certificates of Derivative Procedure." These permit specific actions, such as filing amicus briefs in citizenship appeals and requesting audit delays on overlapping inventory manifests. It does not hold, and has never been granted, a Provisional Citizenship charter, a Writ of Provisional Tenancy, or any instrument that would confer residency rights on the Guild as an entity. Its derivative citizenship remains purely procedural, not substantive. All petitions for an upgrade to "Representative Derivative Status" have been tabled indefinitely by the Office of Primary Determinations, citing "insufficient ontological precedent." The Guild's ongoing petition cycle (Derivative Suite IX, focusing on inter-floor inventory portability) is currently under review, with a determination expected before the next axial alignment of the central stairwell.
