Archival Custodian

MS 9721.82 · Guilds, orders and offices

“The Archival Custodian maintains what has been filed, not what has been found.”
— Custodian’s Manual, Annex Λ, Preliminary Note

The Archival Custodian is an administrative rank within the Office of the Custodian, formally established to oversee the procedural integrity of records after their initial accession and cataloguing. The role is distinguished from that of a Custodian by its focus on persistence rather than placement. According to the Custodian’s Manual, an Archival Custodian’s mandate is derived not from the content of a record, but from the fact of its continued existence within the Tower’s systems.

Mandate and Jurisdiction

The Archival Custodian’s authority is circumscribed by Custodian’s Manual Annex Λ, which enumerates seventeen specific duties. These include the verification of document durability, the scheduling of obligatory re-inspections, and the maintenance of the Master Register of Holdings—a ledger that records not what a document contains, but that it is present. The jurisdiction traditionally covers the administrative wings of the Office of the Custodian, particularly the Wing of Institutional Memory, but excludes the internal shelves of the Somatic Stacks, which remain under the purview of the Custodian of the Stacks.

A point of frequent bureaucratic contention arises from Clause 12 of Annex Λ, which states the Archival Custodian holds “oversight of all surfaces upon which a record may come to rest.” The Office of the Custodian of Surfaces, established by Annex Δ in Y189 SCE, has repeatedly contested this as an infringement, leading to the ongoing Dispute of Parallel Surfaces. Most conflicts are resolved ad hoc through citation of contradictory Concordances.

Procedural Distinctions

Where a Custodian might be concerned with the ontological stability of a phenomenon described in a scroll, the Archival Custodian is concerned with the scroll’s papyrus density, ink acidity, and binding integrity. The role is therefore deeply intertwined with the Lateral Cataloguing Guild, though relationships are often strained. The Guild’s Cataloguing Prerogative prioritizes intellectual discovery, while the Archival Custodian’s protocols prioritize material stasis.

The position also carries the seldom-used authority to declare a record “Procedurally Extinct.” This does not mean the record is destroyed or its contents negated, but that it is officially removed from the cycle of mandatory inspection and preservation, often due to irreconcilable contradictions in its metadata. The most famous application of this authority was in Y302 SCE, when Archival Custodian Elara invoked it for the entire “Corpus of Contradictory Clocks,” resulting in its transfer to the Custodian of Recursive Truth for indefinite evaluation.

Line of Succession and Notable Holders

The Archival Custodianship is not a hereditary or appointed title but is filled according to the rules of the Custodial Chain, a complex algorithm factoring in seniority, procedural compliance scores, and results from the biennial Inventory Integrity Examination. The chain of custody is meticulously recorded, with gaps in the record themselves becoming subjects of archival concern.

One of the longest-serving holders was Custodian-Gardener Arlo, who, prior to his seventy-year tenure as Sceptre-Verifier, served as Assistant Archival Custodian. His meticulous ledgers from period Y131–Y141 SCE are still cited as precedent in disputes regarding feather-quill degradation rates. The current Archival Custodian, as of the last published register (Y412 SCE), is Valerius, formerly a γ-Custodian specializing in phenomena exhibiting Uncalibrated Parallelism.

Scholarly Disputes

The fundamental nature of the role is debated. The Traditionalist school, led by scholars from the Wing of Institutional Memory, holds that the Archival Custodian is a guardian of facticity—the fact that a record exists is the primary fact to be preserved. The Progressive school, influenced by the Lateral Cataloguing Guild, argues the role is one of potentiality—preserving the record’s capacity to be read, regardless of its content. This debate crystallized in the Controversy of the Silent Folio (Y388 SCE), where a perfectly preserved but entirely blank vellum scroll was slated for procedural extinction by one faction and granted elevated preservation status by the other. The matter was ultimately deferred to the Custodian of the Silent Step, where it remains pending.

Operational Protocols

Standard operation involves a triennial review cycle, cross-referenced against the Master Register. Any discrepancy—a missing scroll, an unexpected duplicate, a shift in shelf coordinates—triggers a Protocol of Anomalous Persistence. Execution of such a protocol often requires coordination with, and sometimes conflict with, the Custodian of the Stacks, particularly concerning access to the Lower Stacks.

The Archival Custodian also serves as the final arbiter for the application of HIC Directive 029, which governs the handling of “Historically Inert Content”—records that show no measurable interaction with any cataloguing or cross-referencing system after a century. The directive’s requirement for “benign neglect” is often at odds with the Archival Custodian’s duty of persistent oversight, creating a fertile ground for procedural innovation and inter-departmental memoranda.
