Manual of Ephemeral Arts
MS 0232.55 · Documents and ordinances
Historical Compilation
The Manual is not the work of a single author or era. Its core, Codex I: On the Generation of Un-things, is attributed to the scriptoriums of the Lower Spire Academies in the early 7th Spire Epoch. It was compiled from fragmentary workshop notes, guild prohibitions, and experimental logs recovered from the now-lost Ateliers of the 44th Floor. Codices II through VII were appended by successive rulings of the Committee for Ephemeral Cohesion, with the final, contested Codex VIII (Ethics of Impermanent Composition) being ratified only after a seventy-year debate between the Guild of Ephemeral Scribes and the Department of Ephemeral Psychology. The current, complete version carries the official designation MEA-Rev. 44.7.
Core Tenets and Structure
The Manual operates on the Principle of Intentional Absence, which posits that an art-object’s potency is inversely proportional to its plausibility of independent existence. The text is divided into eight Codices:
- Generation: Techniques for conjuring base ephemera (e.g., the smell of forgotten colors, the sound of a door that was never installed).
- Manipulation: Guidance on shaping, combining, and giving temporary coherence to generated materials.
- Fixation: Controversial methods for imparting a degree of persistence to an art-object, subject to strict audit.
- Cataloguation: Protocols for inscribing ephemeral art into the Tower’s ledgers, linking it to a specific floor and curator.
- Decay & Reabsorption: The proper, ceremonially prescribed methods for allowing an art-object to dissipate back into the Tower’s ambient potentiality.
- Tools & Instruments: Specifications for approved devices, such as the Aetiological Needle and the Loom of Counterfactuals, the standard kit for which is also partially detailed in the Manual of Ephemeral Acquisitions.
- Theory: Philosophical underpinnings, including debates on whether ephemeral art creates new non-existence or merely reorganizes latent nothingness.
- Ethics: Guidelines on consent (of concepts), the non-malicious use of fabricated memory, and restrictions on art that simulates foundational Tower concepts (e.g., a false Concordance).
Administration and Amendments
Primary custodianship of the Manual falls under the purview of the Bureau of Ephemeral Holdings, specifically its Division of Artistic Practice. However, the power to issue binding amendments rests with the Office of Ephemeral Affairs, acting on recommendations from the Committee for Ephemeral Cohesion. Revisions are published triennially in the Gazette of Ephemeral Method. A significant point of bureaucratic tension exists because the Manual of Ephemeral Filing outlines documentation procedures for the art-objects created under the MEA, leading to frequent jurisdictional disputes between scribes and artists over classification protocols.2
Practical Application & The Ephemeral Annex
The Manual is the required curriculum for all Apprentice Cartographers in the Ephemeral Annex. Its practical applications are most visible in the maintenance of so-called "Ambient Floors," such as Floor 308 ("The Gallery of Unseen Portraits") and Floor 451 ("The Hall of Silent Music"), where teams of Ephemeral Artists work in shifts to sustain complex, large-scale non-existent installations. The Manual of Ephemeral Holdings dictates the review process for such sustained works within the Annex’s Scriptorium, creating a continuous loop of creation, documentation, and audit.
Scholarly Disputes
The most enduring controversy surrounds Codex VIII. The Guild of Ephemeral Scribes maintains that the ethical guidelines are overly restrictive and stifle creative exploration into "necessary fictions" that could simplify archival processes. Conversely, the Department of Ephemeral Psychology argues from Principle of Ephemeral Authority that unchecked ephemeral art risks causing "referential fractures" in lesser-trained clerks, citing the disputed incident of the Phantom Catalogue of Floor ǂ-7. A more technical dispute involves the interpretation of Codex III's Fixation protocols. The "Durationalists," led by masters from the Lower Spire, believe fixation should be measured in logarithmic spire-time, while the "Intentionalists" of the Annex argue permanence is a quality of observer consensus, not duration.
1 Register of Ephemeral Statutes, Clause 412-δ: "Let the arts of the unreal be governed by a Manual of practice, distinct from the Manuals of holding and of file."
2 See Bureau Ruling 88-α: "On the Overlap of Generative and Descriptive Ephemera," which attempts, largely unsuccessfully, to delineate these responsibilities.
