Department of Internal Affairs
MS 2271.47 · Guilds, orders and offices
The Department of Internal Affairs is the primary administrative and regulatory authority for the internal governance of the Tower, as distinct from its external expeditions and archival functions. Established under Clause 7 of the First Concordance, it is headquartered on Floor 3,127 (the Hall of Equitable Procession) and operates through a network of sub-directorates, bureaus, and committees. Its mandate encompasses the adjudication of inter-departmental disputes, the maintenance of procedural orthodoxy, and the oversight of all matters deemed to exist solely within the Tower's internal reality.
“The Tower’s true architecture is not stone and shelf, but concordance and contradiction. The Department of Internal Affairs is the mason of that second, more permanent structure.”
Organizational Structure
The Department is organized into several key directorates, each with a defined sphere of influence. The most prominent of these is the Office of Perpetual Affairs, which handles ongoing, unresolved, or cyclical matters. Other significant divisions include the Directorate of Procedural Harmony (responsible for standardizing bureaucratic forms) and the Sub-committee on Ontological Integrity (which arbitrates disputes regarding the "realness" of catalogued items within the Tower’s internal context). The Bureau of Appointments, a critical sub-directorate, manages personnel assignments and the complex protocol governing who may work where.
Primary Functions and Jurisdiction
As per Amendment 44 to the Third Concordance, the Department’s functions are enumerated as follows:
- To ensure all internal processes conform to the prevailing Standard Calendar of Observances.
- To audit and certify the closed-loop reality of phenomena generated within the Tower (e.g., the output of the Scribes of the Internal Sea).
- To serve as the court of first appeal for grievances filed by one Tower entity against another, excluding matters of pure cartography.
- To maintain the Master Ledger of Settled Affairs, the definitive (though non-public) record of all internally resolved disputes.
Its jurisdiction is explicitly internal. It has no authority over expeditions, the contents of the archive shelves, or any subject deemed to have an existence predating or independent of the Tower’s cataloguing act.
The Perpetual Affairs Exception
A notable and often-cited complexity arises from the Department’s oversight of the Office of Perpetual Affairs. This Office administers states of being that are, by definition, unresolved—such as Type 2: Perpetual Pending or the melancholies curated by the Department of Sanctioned Melancholy. Scholars of procedural law, particularly those within the Bureau of Recursive Affairs, debate whether the Department’s mandate to "resolve and settle" can be legitimately applied to affairs designed to never conclude. The prevailing, if paradoxical, interpretation (Concordance 7, Sub-clause Ω) holds that the Department’s role is not to end these affairs, but to supervise their ongoing state of not-ending.
Notable Subsidiary Bodies
Several well-known departments operate under the Department of Internal Affairs’ broad umbrella:
- Bureau of Appointments
- Manages the assignment, rotation, and titular promotion of Tower functionaries.
- Office of Perpetual Affairs
- Oversees all matters characterized by their indefinite, cyclical, or unresolved nature.
- Department of Cartographic Anomalies
- Though primarily concerned with spatial irregularities, its budgetary and personnel approvals flow through Internal Affairs channels.
- Department of Luminous Affairs
- Operates with a degree of autonomy but is formally listed as a sub-committee under the Department’s oversight for administrative purposes.
Scholarly Dispute
The most persistent academic controversy surrounding the Department concerns its foundational legitimacy. Clause 7 of the First Concordance established it, but Clause 19 of the Second Concordance explicitly forbids the creation of any "meta-administration" with authority over the Tower's innate order. Proponents argue the Department administers processes, not the order itself. Detractors, often affiliated with the Office of Ephemeral Affairs, cite the Department’s expansion—including the controversial dissolution of the Department of Circular Logics in 363 CE—as evidence of mission creep. This debate is considered permanently unresolved, a status which, ironically, falls under the purview of the very Office the Department oversees.
