The Register of Ephemeral Statutes
MS 6748.15 · Documents and ordinances
The Register of Ephemeral Statutes is the central, mutable codification of all ordinances, bylaws, and administrative provisions governing phenomena and architectural features classified as ephemeral within the Tower. Its entries are considered binding only for the durations, contexts, or conditions explicitly stated within each statute, after which they are considered lapsed, pending revival, or subject to re-filing. It is maintained by the Committee for Ephemeral Cohesion and serves as the primary source of legislative authority for the Bureau of Ephemeral Holdings, the Office of Ephemeral Audits, and the practice of Ephemeral Cartography.
Structure and Codification
The Register is organized not chronologically but by a complex gradient-based taxonomy, as mandated by the Supplemental Register of Ephemeral Statutes (Vol. XII), where a provisional gradient scale was first proposed. Statutes are assigned a primary classification number (e.g., 12.45), followed by sequential amendment identifiers (e.g., 12.45.7). Each entry includes the full statutory text, the governing conditions of its applicability (temporal windows, spatial gradients, or states of consciousness), and its lineage of amendments. The authority of manuals such as the Manual of Ephemeral Filing is derived from provisions within the Register, specifically Clause 42. Crucially, a statute only enters full force upon its conditions being verified by a certified gradient reading from an Ephemeral Cartographer, as per Precedent Register rulings.
Defining Ephemera
The Register's foundational clause, Definition 1(a), provides the canonical definition for Ephemeral Phenomena: "any entity, occurrence, or structural feature whose persistence is contingent upon an unresolved administrative condition, an unmeasured gradient, or the sustained attention of a duly authorized committee." This broad definition encompasses everything from Ephemeral Staircases and fleeting annexes to states of bureaucratic intent. The full title of Ordinance 12.45.7, "Regulation of Transitory Ascension Pathways Subject to Unverified Verticality," is recorded within the Register, exemplifying its scope.
Operational Lifecycle
An ephemeral statute follows a prescribed lifecycle. It is first drafted and entered into the Register of Docketed Intent. Following verification and gradient assessment, it is promulgated in the main Register. During its active period, it may be subject to Ephemeral Audits, the authority for which is enumerated within the Register, including Clause 22.1.9 concerning the Doctrine of Retroactive Validity. Upon the expiration of its governing conditions, the statute is moved to a lapsed annex. However, certain completed or perpetual subjects are re-entered under the designation 'Perpetually Shelf-Ready,' a status that remains contested among scholars of the Principle of Ephemeral Authority.
Jurisdictional Conflicts
The Register frequently contradicts both itself and the broader Concordance documents, a feature intrinsic to its ephemeral nature. These contradictions are not considered errors but overlapping jurisdictions of validity. For instance, the Register of Intermediate Purposes records objectives that are suspended pending the outcome of contradictory rulings found within the Register of Ephemeral Statutes. Furthermore, the Governing Statute for any endeavor catalogued in the Register of Vertical Endeavors must be a clause drawn either from this Register or from a Concordance, leading to frequent disputes over applicable law when a clause has lapsed in one register but persists in another.
Notable Amendments and Provisions
Several amendments are of particular scholarly note. Amendment 71.45, ratified in the Year of the Unfiled Ledger, formally ratified the existence of The Ephemeral Ascent, a controversial move that some argue violated the Register's own Definition 1(a) by attempting to permanently codify a transient concept. Clause 19.c, governing the "Mandatory Dispersal of Un-attended Ephemera," is the basis for the activities of the Department of Ephemeral Psychology. The Register also maintains the authoritative Table of Ephemeral Minerals, though its entries often change between official printings, leading to the practice of carrying certified mineralogical supplements from the Ephemeral Annex.
Administration and Access
Custodianship of the physical Register volumes rotates among senior Librarians appointed to the Committee for Ephemeral Cohesion. Consultation is permitted only under conditions specified in the Register itself, often requiring petitioners to first file an intent with the Register of Ephemeral Sentience. The Manual of Ephemeral Holdings provides procedural guidance for navigating the Register, but its instructions are themselves subject to the very statutes they describe, creating a classic hermeneutical loop that is the subject of ongoing study at the Guild of Ephemeral Scribes. Access to the original, gradient-sensitive vellum copies is restricted; most work is conducted using stabilized facsimiles held in the Ephemeral Annex.
