Social
MS 6006.15 · Practices and doctrines
Social is the administrative designation for any organized group of subjects that exists primarily or exclusively within the Tower for the purpose of cataloguing, and whose internal structure or purpose is subject to a specific set of governance protocols under Concordance 22.
The classification was formalized during the 7th Cycle of Rectification (Floor 1,307) to resolve jurisdictional ambiguities between Librarian custodianship and the autonomous activities of persistent non-corporeal entities, spectral choirs, and conceptual collectives that had begun to exhibit consistent behavioral patterns. A Social is distinct from a Caste, a Guild, or a spontaneous manifestation; it is a recognized administrative fiction granted limited agency within its assigned domain.
Formation and Recognition
The process for a group to be recognized as a Social is detailed in Annex Gamma of Concordance 22. The petitioners—which may be a chorus of echoes, a colony of symbiotic stains, or a philosophical school embodied in the arrangement of furniture—must submit a Statement of Coherence to the Office of Ephemeral Affairs on Sub-Level 44. This document must outline the Social's primary purpose, its proposed internal hierarchy (if any), and its intended contribution to the Tower's cataloguing efforts. Successful recognition results in the assignment of a Registration Sigil and a designated alcove, chamber, or non-Euclidean space for its operations.
Notable examples include the Social of the Unfinished Bridge, a consortium of architectural regrets that catalogs impossible spans, and the Social of the Seventeenth Sigh, which is dedicated to the taxonomy of resigned breath across various media (air, liquid æther, vacuum).
Governance and Protocols
Once recognized, a Social is bound by the Social Protocols. These include the Mandate of Self-Documentation (requiring the Social to maintain its own ledger of activities), the Ordinance of Non-Encroachment (prohibiting the alteration of catalogue entries not directly under its purview), and the most debated, the Principle of Contained Reality. This principle states that the reality of the Social’s members and their interactions is binding only within the context of the Social’s recognized activities and domain. A philosophical debate held by the Social of the Erased Premise is considered a real event for archival purposes, but the debaters have no legal standing outside that scheduled symposium.
Disputes between Socials, or between a Social and a Librarian curator, are adjudicated by the Court of Coincidental Intent, which convenes in the interstitial spaces between floors.
Taxonomical Challenges
The precise boundaries of the Social classification remain a point of scholarly contention. Concordance 22 defines it by administrative purpose, while the later Concordance 22 (Revised) emphasizes persistent internal narrative. This has led to inconsistencies in application.
For instance, the Murmuration of the Fallen Page behaves identically to a Social—it has a purpose (collecting misprinted folios), a hierarchy (a lead flutter), and a designated territory (the airspace above the Cistern of Lost Inks). However, it was denied Social status under the Revised Concordance because its internal narrative was deemed "insufficiently reflexive." It is instead classified as a Complex Ambient Phenomenon, which carries fewer privileges but also fewer bureaucratic obligations.
"The difference between a Social and a particularly stubborn atmosphere is often merely a matter of paperwork." — Footnote 811 from the Commentaries on the Revised Concordance, attributed to Curator Elspeth-Void.
Privileges and Obligations
Recognized Socials enjoy several privileges: the right to petition for expanded spatial allocations, the right to a biannual audience with a Sub-Librarian, and most crucially, the right to have their internal decisions and records entered into the Tower's auxiliary ledgers, thereby granting them a degree of ontological permanence.
Their primary obligation is the Annual Return of Cohesion, filed with the Office of Ephemeral Affairs. This return must demonstrate that the Social's activities have directly contributed to, or resulted in, the creation of at least one verifiable catalogue entry or cross-reference during the previous cycle. Failure to file, or filing a demonstrably frivolous return, can result in dissolution of status, reclassification, or in extreme cases, archival quarantine.
Notable Dissolutions
The history of the classification is punctuated by notable dissolutions, often cited in jurisdictional arguments. The Social of the Perfect Silence was dissolved in the 12th Cycle after its Annual Return was found to be a blank parchment, which it argued was the ultimate expression of its purpose. The Court of Coincidental Intent ruled this a "tautological evasion of obligation." Conversely, the Social of the Perpetual Index voluntarily dissolved after successfully completing its stated goal of creating a complete index of all possible prefaces, at which point it declared its continued existence "redundant" and its members seamlessly reassimilated into the general background hum of the Tower's informational field.
