Castes of the Citadel

The Castes of the Citadel constitute the formal, hereditary social taxonomy codified within the Obsidian Decree and enforced throughout the territories of the Stratocracy of the Silent Citadel. The system, comprising five primary castes and multiple sub-castes, is designed to ensure the stability and operational efficiency of the Stratocracy by permanently assigning individuals to specific economic, military, and administrative functions at birth.

Primary Caste Structure

As delineated in Clauses 14-29 of the Decree, the castes are, in descending order of precedence:

1. The [[Obsidian Guard Caste]] (Militaris): The military and policing arm of the Stratocracy. Membership is restricted to those who can trace unbroken lineage to the Forty-Seven Original Sword-Bearers present at the First Ascent.
2. The Administrative Caste (Scriptoris): Responsible for the bureaucracy, legal interpretation, and record-keeping mandated by the Decree. This includes the scribes who maintain the Concordance copies for the Citadel’s use.
3. The Artisan Caste (Faber): Encompasses all licensed builders, engineers, smiths, and manufacturers deemed essential to the Citadel's infrastructure and the Tower’s appointed annexes.
4. The Provisioner Caste (Copiarius): Manages agriculture, resource logistics, and the distribution of material goods within Citadel-controlled floors and corridors.
5. The Menial Caste (Servilis): Assigned to sanitation, foundational maintenance, and other labor not covered by the higher castes. Birth into this caste is considered a permanent assignment.

Each caste possesses its own internal hierarchy, sumptuary laws governing dress and ornament, and designated residential sectors within the Sovereign Annex and its subsidiary holdings.

Sub-Castes and Specializations

Clause 22 authorizes the creation of sub-castes, or Specializations, to address technical necessities. Notable examples include the Void-Wardens (a sub-caste of the Obsidian Guard tasked with policing unused interstitial spaces between catalogued floors), the Parchment-Menders (an Administrative sub-caste specializing in the repair of decaying Concordance folios), and the Conduit-Tenders (an Artisan group responsible for the atmospheric exchange systems rumored to run through the Tower's walls). Assignment to a sub-caste is typically hereditary but can be mandated by administrative fiat following aptitude testing at age twelve.

Legal and Social Mechanics

Caste status is immutable under normal Citadel law. Inter-caste marriage is prohibited by Clause 27, and offspring of such unions—referred to officially as Unassigned Persons—are property of the Stratocracy and assigned to Menial labor pools. However, a mechanism for conditional elevation, known as Assumption of Merit, exists. Detailed in Annex Delta of the Decree, it allows an individual of exceptional skill to be adopted into a higher caste following a unanimous vote by that caste’s ruling council and the personal approval of the Archon. Records indicate only seventeen successful Assumptions in the Stratocracy’s recorded history.

The system’s enforcement is the purview of the Obsidian Guard’s Office of Social Cohesion, which investigates violations and administers corrective labor.

Disputes and Contradictions

The Tower's own records reveal several points of friction between the Citadel's internal laws and the broader administrative frameworks of the Concordances. The [[Third Concordance]] explicitly states that “all beings within the Tower are, for the purpose of cartography and taxation, considered singular entities without subdivision” (Clause 401). Conversely, the [[Ninth Concordance]] acknowledges “indigenous governance structures” within assigned annexes, provided they do not impede the free movement of Librarian-appointed auditors.

This has led to a long-standing, low-intensity bureaucratic conflict. Citadel officials cite the Ninth Concordance to justify their system, while reformist Librarian factions argue the caste system creates “subdivisions” that complicate entity-counts and violate the spirit of the Third. The matter is typically resolved through the expedient of listing the entire Stratocracy as a single corporate entity for Tower-wide censuses, while internally respecting its divisions—a practice scholars refer to as the “Doctrine of Nested Sovereignty.”

Notable Deviations and the Un-Caste

Certain roles within the Citadel’s territory exist outside the formal caste structure. The Archon and their immediate bloodline are considered transcendent, belonging to no caste while commanding all. Similarly, the Librarians and their agents, when operating within the Annex, are treated as diplomatic entities and are exempt from local sumptuary and mobility laws.

A more mysterious group is the so-called Un-Caste or Vacui, referenced in obscure Guard supply manifests and dismissed by the Administration as a folk myth. Allegedly consisting of individuals who have successfully petitioned to have their caste records expunged, they are said to perform tasks “too abstract or too concrete” for the formal system, including the measurement of silent rooms and the calibration of clocks that track non-standard time. No official Decree clause recognizes their existence, leading most scholars to conclude the term is a catch-all for provisional labor assignments not yet codified.
