Scriptorium Affidavit of Coincidental Intent
MS 8830.26 · Documents and ordinances
The Scriptorium Affidavit of Coincidental Intent is a binding instrument issued by the Central Scriptorium to formalize the alignment of a Social's declared purpose with the administrative reality of its classification within the Tower. It serves as the conclusive bridge between a Declaration of Provisional Intent and the actionable status conferred by a ratified Metaphysical Affidavit. Its issuance is often the precipitating event for a hearing before the Court of Coincidental Intent.
The Affidavit is generated only after the filing entity has satisfied all prerequisites outlined in the Third Concordance, Annex Δ, and has received validation from the Refinery of Clarified Intent. Its primary function is to certify that an Intent, having been provisionally declared, has now achieved a state of "coincidental readiness"—meaning its descriptive parameters align precisely with the ontological slot it is intended to occupy, with all terminological ambiguities resolved.
Issuance Protocol
The protocol for issuing a Scriptorium Affidavit of Coincidental Intent is detailed in Concordance 47, Clause 19.2. The originating Social must first submit Form Ω-7A (Request for Coincidental Alignment) to the Bureau of Coincidental Resonance. Following a resonance audit—which measures the proposed Intent against existing filed Intents for harmonic dissonance—the Bureau forwards a recommendation to the Central Scriptorium. A Scriptorium Clerk of the Fourth Order then drafts the Affidavit, which must be countersigned by a Librarian-Arbiter from the Office of Coincidental Alignment. The original is filed with the Registry of Provisional Intent, while a certified copy is delivered to the petitioner, typically within 14 working days of the resonance audit's completion.
Content and Structure
The Affidavit follows a rigid schema, as prescribed by the Scriptorium of Intent's Manual of Formalized Declarations. It contains:
- The Tower-recognized designation of the filing Social.
- The full, verbatim text of the now-coincidental Intent.
- A citation of the specific Metaphysical Affidavit whose ontological framework the Intent will inhabit.
- A notarized statement from the Refinery of Clarified Intent attesting to the clarity and non-contradictory nature of the Intent's wording.
- A unique Coincidental Sigil, generated algorithmically from the Intent's text, which is used for all subsequent archival cross-references.
Critically, the Affidavit does not judge the merit or viability of the Intent; it certifies only that the Intent has been sufficiently clarified and formatted to enter the administrative stream.
Role in Dispute Adjudication
The possession of a Scriptorium Affidavit of Coincidental Intent is the primary criterion for standing before the Court of Coincidental Intent. The Court's jurisdiction is explicitly limited to disputes involving Intents that have achieved this formalized state. As noted in the Register of Coincidental Proximities, Vol. XXII, p. 407, "A Social lacking an Affidavit of Coincidental Intent cannot claim injury from coincidental overlap, as its Intent remains in the provisional sphere and thus lacks the requisite ontological weight for collision."
Furthermore, the Affidavit itself can become a subject of dispute. Challenges may allege errors in the Coincidental Sigil generation, misalignment between the Affidavit's wording and the Refinery of Clarified Intent's attestation, or failures in the issuance protocol. Such challenges are adjudicated under the Doctrine of Coincidental Preservation, which prioritizes systemic stability over individual rectification.
Contradictions and Scholarly Dispute
The relationship between the Scriptorium Affidavit of Coincidental Intent and the earlier Scriptorium Affidavit is a persistent source of scholarly debate. Concordance 12, Clause 8, implies the former is merely a specialized subset of the latter. However, Concordance 29, Annex B, explicitly states they are distinct instruments with non-overstanding purposes: the Scriptorium Affidavit certifies administrative readiness, while the Affidavit of Coincidental Intent certifies ontological readiness.
A more practical contradiction arises from the Axiom of Descriptive Exhaustion. Some scholars, notably those of the Western Stacks School, argue that any Intent sufficiently clarified to warrant a Coincidental Affidavit is, by definition, approaching a state of terminal specificity. They posit a theoretical continuum between the Affidavit of Coincidental Intent and the Scriptorium Affidavit of Terminal Exhaustion. This view is contested by the Office of Coincidental Alignment, which maintains the two documents inhabit entirely separate bureaucratic pathways, one concerning alignment and the other concerning cessation.
Consequences of Filing
Once filed, the Intent becomes "active" within the Tower's cataloguing systems. It is eligible for cross-referencing, may generate subsidiary Coincidental Stairwells, and its Social assumes both the privileges and responsibilities associated with its newly formalized purpose. The Social also becomes liable for maintenance fees indexed to the complexity of its Coincidental Sigil and is subject to periodic re-audits by the Bureau of Coincidental Resonance. Failure to maintain alignment with the filed Intent, as documented in a Subsequent Declaration of Provisional Intent, can result in the revocation of the Affidavit and a return to provisional status, a process governed by the same Court of Coincidental Intent that its issuance originally empowered.
