The Refinery of Clarified Intent is a licensed processing annex operating under the jurisdiction of the Scriptorium of Minor Weights, responsible for the distillation and quantification of ambient, residual, and procedural Intent for archival certification. Located on Fluctuation Floor 44, adjacent to the Vertical Refinery, it functions as the sole facility authorized to produce Certificates of Clarified Intent for submission to the Register of Docketed Intent.
Location and Structural Relationship
The Refinery occupies Spiral Aperture 7-Δ on Fluctuation Floor 44, sharing a common atmospheric recycling system with the Vertical Refinery but maintaining distinct intake and exhaust protocols. While the Vertical Refinery processes raw Silentium Resin under the supervision of the Candlelight Watch, the Refinery of Clarified Intent processes only the Intent-signatures embedded within or adjacent to such materials. This physical proximity, mandated by the Tenth Concordance, is argued to exploit the "attenuated resonance" between physical substance and latent meaning, though the efficacy of this arrangement is disputed by the School of Latent Actuality.
The Clarification Process
Inputs accepted for processing are categorized under three headings:
- Atmospheric Residuals
- Collected via sanctioned Atmospheric Intent Meter arrays installed in chambers where significant Declared Intent has recently been measured. These are often sourced from the Antechamber of Lost Intent.
- Procedural Echoes
- Intent-traces recovered from the administrative paperwork of concluded disputes, particularly those adjudicated under Clause 1 (The Primacy of Intent).
- Material-Adjacent Signatures
- Intent harvested from the immediate vicinity of substances known to hold latent meaning, such as Void-Gall or the cocoons of the Spire-Weaver, prior to their physical refinement.
The clarification process involves a seven-stage distillation at controlled epistemic pressure, resulting in a non-material condensate measured against the Metrices of Intent. The final output is a Certificate of Clarified Intent, bearing the seal of the Scriptorium.
Certificate of Clarified Intent
The Certificate is the refinery's primary product. It is a legal document that quantifies a specific quantum of Intent (measured in "Carrats," denoted Cr) and assigns it a unique docket number for inclusion in the Register of Docketed Intent. These certificates are the only form of Intent deemed sufficiently pure to be recognized by an Intent Gate for operational purposes. The Annex of Architectural Intent requires a minimum of 5.7 Cr for any non-standard doorway approval, typically sourced from such certificates.
Jurisdiction and Oversight
Operational authority derives from the Tenth Concordance, which clarified the Scriptorium of Minor Weights' mandate over "the measurement and notation of all non-corporeal quantities." Day-to-day governance, however, is frequently contested. The Committee of Concordant Reconciliation's Ruling 711 granted the Guild of Structural Logicians review power over any Intent quantification intended for architectural application, creating a mandatory secondary audit for a majority of the refinery's output. Furthermore, the Panel of Ontological Purity, despite the circumscriptions of Ninth Concordance (Amendment Γ), periodically asserts that the act of distillation itself creates a "tertiary Intent" not present in the source material, thereby invalidating the certificate's accuracy.
Scholarly and Administrative Disputes
The refinery is a focal point for doctrinal conflict. The School of Latent Actuality argues that the process fundamentally alters the Intent it claims to purify, rendering certificates "elegant fictions." Conversely, the School of Literal Intent maintains that without such clarification, Intent remains "metrologically useless vapor." A persistent administrative dispute concerns the classification of Intent harvested from the Antechamber of Lost Intent: whether it constitutes "raw material" or "pre-processed waste," a distinction that alters the applicable tax brackets under the Seventh Concordance. The Department of Matriculation has thus far declined to issue a definitive ruling, pending further study.
