Metrices of Intent

MS 9617.75 · Practices and doctrines

Metrices of Intent are the standardized instruments and procedures for quantifying aspects of Declarative, Latent, and Potential Intent. Governed by Annex 7 of Clause 1, their calibration is the responsibility of the Bureau of Intentional Measurement, a sub-department of the Registry of Provisional Intent. The primary function of a metric is to translate abstract volition into a docketable numerical or categorical value, thereby enabling its formal processing, taxation, and archival placement.

Primary Classifications

The Bureau recognizes three principal classes of metric, each corresponding to a distinct phase in the intent lifecycle.

Declarative Metrics

These measure the stated will of a filer at the moment of submission. The foundational instrument is the Standard Declarative Gauge, which assesses the filed Intent across three axes: Clarity (measured in Lumens of Resolve), Specificity (graded on the Omega Scale from α to ω), and Immediacy

Latent Metrics

Applied within contexts like the Antechamber of Lost Intent, these metrics seek to quantify the purpose an artifact or fragment would have had if fully realized. The most controversial is the Atmospheric Intent Meter, which measures ambient Latent Intent in a given chamber. Disagreement between the School of Literal Intent and practitioners of Latent theory often centers on the calibration of these devices; the School argues that the "Retrospective Potential" variable is fundamentally unquantifiable and thus renders all Latent metrics speculative.

Potential Metrics

These forecasting instruments attempt to quantify the Intent that may arise from a given circumstance or object. The Potentiality Sonder, for instance, is used in the Pavilion of Postponed Intent (Floor 1890) to assign a "Probability of Manifestation" rating to indefinitely deferred projects. Its readings are often cross-referenced with records in the Aviary of Partial Intent (Floor 450) to track the decay or evolution of incomplete volitions.

Calibration and Controversy

All official metrices are calibrated against the Primordial Standard, a sealed chamber on Sub-level 7 of the Bureau containing the Vault of Prime Intent. Annual verification is mandated by Concordance 22.17. However, numerous unofficial or "shadow" metrices circulate, particularly in the uncatalogued interstitial spaces between floors. The most famous of these, the "Whisper Gauge," purportedly measures the Intent of silence, but its readings are not recognized by the Central Registry.

A persistent scholarly dispute concerns whether the act of measurement itself alters the Intent being measured—a dilemma formalized in the Schism of Variable Intent. Proponents of the "Observer Effect" school cite the frequent re-categorization of items after their initial DI assessment as evidence. The Bureau's official position, as stated in Addendum 7.β to Annex 7, is that a properly filed Intent, by definition, becomes fixed upon docketing and is therefore immutable to subsequent measurement.

Administrative Application

Metrices are not merely diagnostic but procedural. The Intent of Motion required for transporting archival materials is calculated using a specialized metric that factors weight, proposed distance, and the declarative strength of the mover's transit intent. Furthermore, the issuance of a Receipt of Anticipatory Intent is contingent upon the submitted Intent achieving a minimum DI threshold, as verified by a certified gauge. Access to controlled floors, such as those governed by a sanctioned Intent Gate, is often gated by a real-time metric scan of a petitioner's current Declarative state.
