A Declarative Intent is not merely a record of findings but a document with binding force for the specific case it addresses, serving as the definitive statement of a matter's exegetical and material conclusion.

The production of a Declarative Intent marks the conclusion of the terminal phase of any Pursuit involving recursive textual references. Upon its finalization, the document must be filed with both the Office of the Twenty-Third Spire and the Theoretical Jurisprudence Guild, as per Clause 1, Annex 7. This filing initiates administrative actions ranging from the reclassification of a holding to the sealing of an entire stack.

Structure and Form

A valid Declarative Intent must be inscribed on sanctioned substrate—typically virgin parchment from the Scriptorium of the Seventh Folio—using a Ceremonial Quill charged with ink ground from archivists' slate. Its structure is rigidly codified and consists of four parts:
