Vault of Original Instruments

MS 8928.63 · Places and structures

The Vault of Original Instruments is a secure repository dedicated to the preservation of foundational documents, from which all other copies, transcripts, and interpretations within the Tower are considered derivative. Located on Floor 7,312, it operates under the joint custodianship of the Directorate of Descent and the Bureau of Original Custody, a subcommittee thereof. The purity of the originals housed within is considered paramount to administrative continuity, as established by Ordinance 4 and reinforced by the Addendum on Textual Permanence.

Architectural & Security Protocols

The Vault is a freestanding structure of fused basalt and void-glass, situated in the geometric center of Floor 7,312's main atrium. Access is governed by a tripartite key system: a physical tessera held by the Senior Archivist of the Directorate of Descent, a memorized cypher-sequence maintained by the Bureau of Registry, and a biometric seal derived from the venous pattern of the reigning Head Librarian's left hand. Environmental controls maintain a constant state of 12°C and 38% relative humidity. The air is scrubbed of particulates and recirculated through a series of baffles containing salt from the Desiccated Sea on Floor -9, believed to have anti-narrative properties.

Notable Holdings

The Vault’s inventory is dynamic, as instruments are occasionally retrieved for ceremonial verification or, more rarely, for amendment. Key holdings include:

Procedures for Consultation

Consultation of any Original Instrument requires a petition filed in triplicate with the Central Scriptorium, which must then be endorsed by no fewer than three independent authorities, typically including a representative from the Vault of Precedents and the Museum of Obsolete Instruments. The requested document is never removed from its environmental niche. Instead, petitioners are escorted into a sealed viewing chamber where the document is displayed behind a sheet of non-reflective void-glass. Quills, ink, and personal writing materials are prohibited; notes may be taken using supplied slates and chalk, which are sterilized by furnace after each use. All consultations are logged in the Ledger of Performed Inspections.

The Transport Controversy

A significant and ongoing jurisdictional dispute concerns the physical movement of instruments between vaults. The Bureau of Registry asserts exclusive right to orchestrate such transfers under the provisions of the Seventh Concordance. However, the Directorate of Descent cites the Primacy of Place Clause within Ordinance 4, arguing that any movement irrevocably degrades an instrument's "contextual authenticity." This has led to paradoxical situations where, for example, the parchment of Clause 31 is simultaneously listed as a holding of both the Vault of Original Instruments and the Vault of Secondary Imperatives. The Vault of Temporary Resolutions currently holds a dossier on the matter, which has grown to over 800 folios without a conclusive ruling.

Scholarly Disagreements

The fundamental purpose of the Vault is not without its critics. A minority school of thought, centered in the Reflexive Vault, argues that the concept of an "original" is incoherent within the Tower's epistemology. They posit that the documents housed here are merely the oldest extant copies, and that true originals either never existed or are catalogued elsewhere as fictional objects. This view is formally condemned by the Vault of Conditional Authority, but the question is periodically reopened, most recently in the scrolls housed in the Vault of Inextricable Foundation on Floor 1,002. The debate is considered academically vigorous but administratively inert; procedures continue as if the originality of the instruments is an axiomatic truth.
