Vault
MS 9120.61 · Places and structures
The Vault on Floor Ξ-44 is the primary archival repository for original Ordinances and Concordance Clauses. It operates under the direct custodianship of the Librarians, and its security and environmental protocols are considered the foundational standard for all other vaults within the Tower.
Custodial Mandate
The Vault’s mandate, as defined by Ordinance 4 itself, is to preserve the physical substrates upon which governing authority is inscribed. This includes the original vellum scrolls of all Ordinances, the papyrus codices of the foundational Concordances, and the wax-sealed originals of any Amendment bearing the Master Sigil. The original scroll of Ordinance 4 is, by self-referential decree, housed within its own jurisdiction. The Vault is not responsible for the interpretation or application of these documents; its sole function is preservation. Access is governed by the Manual of Essential Inspection, which permits review only under conditions of "existential ambiguity" in a related holding, and only by a quorum of three Senior Librarians.
Architectural and Environmental Specifications
Floor Ξ-44 is unique in its construction, consisting of a single, spherical chamber one kilometer in diameter. The Vault occupies the entirety of this space. Climate is maintained at a constant 12.7°C and 42% relative humidity, a standard derived from and slightly more lenient than that of the Vault of Primary Measures. Air filtration removes 99.97% of particulate matter above 0.3 microns. The walls are lined with shelves of a non-reactive alloy, designated Alloy Γ-9, which exhibits zero thermal expansion within the operational range. Lighting is provided by a perpetual bioluminescent lichen cultivated on the ceiling, its growth regulated by Annex D of Ordinance 4.
Procedural Protocols
All materials entering the Vault undergo a seventy-two-step conditioning process in the Antechamber of Ingress, documented in the Register of Purification. This process includes irradiation under specific spectra of light, immersion in a nitrogen atmosphere for no less than fourteen days, and the application of a microscopic tracer dust, keyed to the Vault’s internal resonance field. Any document removed, even for authorized inspection, must be reconditioned upon return, a process that itself generates a new entry in the Log of Reintegration. The procedural authority for the conditional release of materials to bodies such as the Vault of Conditional Authority is detailed in Clause 31, the original parchment of which is currently on loan to the Vault of Original Instruments for cross-referencing.
Relationship to Subsidiary Vaults
The Vault on Floor Ξ-44 is considered the progenitor of all specialized archival repositories. Its standards form the basis for, but are distinct from, those of derivative facilities. For instance, the climate control protocols for the Reflexive Vault are directly dictated by the Vault’s standards for vellum preservation, while the environmental controls for the Vault of Unfinished Business are more stringent, adapted for materials of a more provisional nature. Similarly, security protocols developed here influenced later amendments, such as those seen in The Pending Resolution Vault following Amendment 12-b. It does not, however, exercise administrative control over these subsidiary vaults.
Scholarly Disputes
The primary point of contention among archival scholars concerns the Vault’s scope. The Third Concordance explicitly states its mandate covers "all primary instruments of governance." However, the Seventh Concordance, in a frequently cited passage, argues that "primary" refers only to the first iteration of a document, and that subsequent authoritative copies should reside elsewhere, such as the Vault of Secondary Imperatives. This has led to practical ambiguities, such as the status of the ratified but unpublished Addendum to Ordinance 12, which currently resides in the Vault of Temporary Resolutions under Manual of Transient Custody protocols, pending a resolution of the jurisdictional debate.
Notable Holdings
Beyond Ordinance 4, the Vault contains several cornerstone documents of Tower law:
- The Charter of Perpetual Accord, inscribed on a single sheet of hammered gold.
- The Master Roll of Primary Registrants (a copy; the master is held in the Reflexive Vault).
- The original wax seals of the Directorate of Ascent and the Directorate of Descent, kept in separate vacuum chambers.
- The disputed "Beta Draft" of the Second Concordance, which contains several clauses later rescinded.
- A complete set of the Index of Absent Referents, bound in leather from an unspecified source.
