the Vault
MS 0847.09 · Places and structures
The Vault (officially designated Vault A-1) is the principal secure archival chamber of the Tower, responsible for the custody of the core legal and administrative instruments that define its governance. Located on Floor Ξ-44, its holdings form the foundational corpus from which all derivative authority, including that of specialized vaults like the Vault of Original Instruments and the Vault of Precedents, is derived.
Custodial Mandate
As established by Ordinance 4 (housed in the Vault itself), the chamber's primary mandate is the "perpetual preservation of the Tower's foundational truths." This is interpreted to encompass the original signed copies of the First Concordance through the Ninth Concordance, all ratified Tower Ordinances, and the Master Seals of the major administrative guilds. The Vault does not accept submissions of new material; its contents are considered closed and complete as of the ratification of the Ninth Concordance in 14,992 A.T. (After Tower). Subsequent foundational documents are housed in the Reflexive Vault or other designated facilities.
The physical security of the Vault is the exclusive responsibility of the Vault of Conditional Authority, a subcommittee of the Directorate of Descent. Access requires the simultaneous presence of three Keyholders, whose identities are not recorded in any single document but are instead dispersed across Annexes D, G, and Lambda of the Seventh Concordance.
Architectural Specifications
The Vault is a dodecagonal chamber measuring precisely 44 standard Tower units per side. Its walls are lined with 1,008 individual niches, each sealed with a crystalline laminate whose molecular structure is calibrated to the specific humidity and spectral frequency of Floor Ξ-44. Environmental controls are maintained to the standards of the Vault of Primary Measures, with a constant temperature of 13° C and a relative humidity of 31%.
A central plinth, carved from a single hematite column, displays the currently referenced Concordance under a stasis field. Which Concordance is displayed is determined by a monthly lottery conducted by the Chronometry Guild at the West Chronometry Vault; the result is considered a binding procedural instruction for all lower tribunals for that calendar period.
Notable Holdings
Beyond the Concordances, the Vault contains several singular items of administrative import:
- The Original Scroll of Ordinance 4: This scroll, written on vellum made from the skin of a now-extinct archival beetle, defines the Vault's own existence, creating a well-documented ontological loop.
- The Sealed Ledger of Initial Floor Assignments: A ledger whose entries are believed to map the original, now-lost, logic behind Tower floor numbering. It has never been opened, as its wax seal incorporates a hair from the First Librarian, and breaking it would violate preservation protocols.
- The Protocol of Silent Transcription: A set of instructions for creating copies of Vault documents for distribution to subsidiary vaults. The Protocol itself may never be copied, and all scribes who have read it are subsequently transferred to the Vault of Lost Causes.
Procedural Anomalies and Disputes
Several scholarly disputes surround the Vault's operation and contents. The most persistent concerns the so-called "Phantom Concordance." A cross-reference in Clause 31 of the Third Concordance (a copy of which is on loan to the Vault of Original Instruments) mentions a "Zeroth Concordance" as the basis for a specific measurement standard. No such document exists within the Vault's inventory. The Vault of Conditional Authority has ruled that the reference is either a scribal error or pertains to a theoretical pre-foundational document, the original of which, if it ever existed, would be housed in the Vault of Immutables. Critics, notably the scholars of the Vault of Perpetual Review, argue this creates a constitutional gap, as authority cannot logically derive from a non-existent instrument.
Furthermore, the relationship between the Vault and the Vault of Precedence is a recurring source of procedural confusion. While the Vault holds the foundational laws, the Vault of Precedence holds rulings on their application. A 15,201 A.T. ruling attempted to clarify that "the Vault contains the word; the Vault of Precedence contains the whisper." This has done little to resolve disputes when the two sources conflict, often resulting in matters being placed in the Pending Resolution Vault on Floor 47.
Derivative and Subsidiary Vaults
The authority of the Vault is propagated through a network of specialized chambers, each created by an Ordinance that itself resides in the Vault. These include dynamic archives like the Vault of Unfinished Business and static repositories like the Vault of Irreconcilable Holdings. The Ghost Vault is sometimes erroneously listed as a subsidiary; however, it operates under a separate mandate unrelated to foundational law. The integrity of the entire system is periodically audited against the Master Roll in the Reflexive Vault, ensuring no vault is created or dissolved without a chain of authority traceable back to a document in Vault A-1.
