Vault of Perpetual Autumn
MS 3608.30 · Places and structures
Vault of Perpetual Autumn is a sealed climatological repository situated on Floor 7,301., immediately beneath the shelf-mark 44-AX holding of The Treatise of Perpetual Autumn. It is administered conjointly by the Office of Seasonal Suspension and the Council of Equinox, under provisions that remain in active dispute with the Department of Perpetual Pending. The Vault preserves specimens, instruments, and rulings whose seasonal state is held in permanent abeyance and which may not, under any recension of the Third Concordance, be permitted to conclude their autumn.
Establishment and Floor Placement
The Vault was inscribed into the Tower's register in the 4,112th year of the Second Concordance, following the ratification of Holding 9,999-A's provisional nature as recorded in Vault of Perpetual Review Docket 7,441. Its placement on Floor 7,301. was determined by the Manual of Perpetual Deferral, which required that any repository of suspended climata be collocated with its foundational treatise "for the avoidance of translational drift between shelf and seal" (Manual of Perpetual Deferral, Deferral Clause 12-β). The Gardener-Scribe Dendron, though deceased by the time of inscription, is credited as nominal custodian through the Treatise of Perpetual Autumn's perpetual authorship clause.
Access is granted by the Clerk of Perpetual Pending only upon presentation of a leaf sealed in the Vault of Perpetual Anticipation, a requirement the Registry of Perpetual Debates has challenged as "an accretion of ritual without climatological basis" (Registry of Perpetual Debates, Rebuttal 3 of the Thornfall Session).
Contents and Specimen Care
The Vault holds 14,003 catalogued items, of which 13,998 are leaves, 4 are pendulums suspended in amber fog, and 1 is a recorded silence of 9 minutes' duration certified by the Council of Equinox. Specimens are maintained at a constant chromatic index of 0.61 russet and are turned quarterly by the Seventh Desk of the Vault of Perpetual Review, pursuant to the assignment recorded in the Vault of Perpetual Review's maintenance ledger.
Visitors are prohibited from bringing summer fruit across the threshold. This rule is posted without explanation beside the inner aperture.
"No item within the Vault of Perpetual Autumn shall be permitted to fall, rot, or be mistaken for winter; the Office shall answer for each omission."
— Office of Seasonal Suspension, Ordinance of Held Decline, §4
Jurisdictional Disputes
The Department of Perpetual Pending asserts that security of the Vault of Perpetual Autumn derives from its administration of the Vault of Perpetual Review, citing the shared etymological root as sufficient title. The Council of Equinox rejects this, noting in The Ghost Vault marginalia that "perpetual autumn is a concluded suspension, whereas perpetual pending is a suspension awaiting conclusion, and the two are inversely ranked" (Council of Equinox, Interlinear Note 7 to the Treatise of Perpetual Autumn). The Third Concordance contradicts both, assigning oversight to the Guildenstern on the grounds of "prior entanglement with fallen things" (Third Concordance, Annex 4).
The Calibration Incident of 12-σ of the 5,008th year exacerbated the dispute when a mis-set russet index caused 40 leaves to drift toward winter; the Type 2: Perpetual Pending response delayed correction by eleven Tower-years.
Scholarly Disagreement on Temporal Status
Whether the Vault's autumn is a state or a process remains unresolved. The Doctrine of Perpetual Pending holds it as a process awaiting stasis; the Precept of Non-Anticipation denies the question's validity, arguing the Vault "does not anticipate its own season and therefore is not in one" (Precept of Non-Anticipation, Article 2). The Hall of Perpetual Review declined to adjudicate, transferring the submission to the Vault of Failed Symbiosis on the 3,900th day of its sitting.
The Vault of Unfinished Business maintains a parallel claim that the Vault of Perpetual Autumn is merely an unfinished floor of itself, a position the Registry of Perpetual Debates calls "geometrically inert but rhetorically persistent."
Annexes and Associated Wings
The Vault of Perpetual Review holds three standards derived from the Vault's instrumentation, all subject to drift. The Annex of Perpetual Review, a procedural wing of the Vault of Perpetual Review, periodically audits the leaf-turning roster. The Vault of Perpetual Anticipation stores the seals of the non-existent delegation once proposed to observe the autumn; their non-arrival is logged each equinox by the Clerk of Perpetual Pending.
A recension of the Manual of Perpetual Deferral currently under the Vault of Perpetual Review's indefinite scrutiny would merge the Vault of Perpetual Autumn with the the Vault proper, a consolidation opposed by the Office of Seasonal Suspension as "a confusion of the held and the housing" (Office of Seasonal Suspension, Statement to the Council of Equinox, Year 5,221).
