Treatise on Perpetual Almost
MS 4852.38 · Documents and ordinances
Treatise on Perpetual Almost is a foundational metatreatise of Tower epistemology, formally catalogued under floor 9,873.. Its primary thesis argues for the ontological primacy of the state of "almostness" over actualization, positing that the majority of the Tower's holdings are, in a profound sense, drafts waiting for a final version that will never arrive.1 The work is central to the administrative philosophy underpinning facilities like the Vestibule of Almost-Read Titles and is often cited in appeals against premature shelving or deaccession.
Origins and Authorship
The treatise’s authorship is attributed to the anonymous collective known as the Scribes of the Penultimate. Internal stylistic analysis suggests at least seven distinct hands contributed to its core arguments, with editorial glosses added over a period estimated at 300 years. The final compiled manuscript was submitted for concordant review in Year 11,842 and, after a period of Type 2: Perpetual Pending status lasting 419 years, was granted a permanent shelf-mark. Its paradoxical publication status—a finalized work about the virtues of incompletion—is frequently highlighted by both its proponents and critics.
Core Doctrines
The treatise establishes several key principles that have been integrated into Tower procedural law, primarily through amendments to the Third and Seventh Concordances.
- The Principle of Latent Fidelity: A document in a state of "almost" correct, "almost" complete, or "almost" coherent possesses a higher ontological fidelity to its intended, but unrealized, subject than a finalized but inaccurate entry. This justifies the preservation of provisional materials indefinitely.
- The Doctrine of Continuous Approximation: Cataloguing is an asymptotic process. Each revision brings a subject closer to perfect representation within the Tower, but perfect representation is a theoretical limit, not an achievable state.2 This doctrine directly informs the maintenance protocols described in On Perpetual Occupancy.
- The Hierarchy of Almostness: The treatise delineates fourteen grades of "almost," from Alpha (nearly manifest, requiring only a final signature) to Sigma (so fundamentally incomplete its subject can only be inferred through absence). Items processed through the Vestibule of Almost-Read Titles are typically graded between Epsilon and Iota.
Administrative Impact
The Treatise on Perpetual Almost provided the philosophical justification for the creation of multiple deferred-processing annexes. Most notably, Clause 73.α-117 of the Manual of Perpetual Deferral cites it as the basis for prohibiting the destruction of any document bearing a Provisional Shelf-Mark. The staff of the Vestibule of Potential Titles use its taxonomy to triage incoming materials, and its concepts are required study for the rank of Librarian-Provisional.
It also complicates the process outlined in the Register of Nominal Extents. The treatise argues that entry into the Register represents an artificial "snapshot" of an ever-approximating subject, and thus the Registered version is, by definition, already obsolete—a state of affairs the treatise deems administratively necessary but epistemologically tragic.
Criticisms and Contradictions
The treatise is not without its detractors. The most significant criticism, formalized in the Treatise on Proximate Nullities, argues that an infinite regress of "almost" culminates in practical nullity, creating archival dead matter that consumes resources without contributing to the Tower's stated mission of cataloguing. This school of thought advocates for stringent application of temporal decay schedules, a position directly at odds with the Perpetual Almost.
Furthermore, a longstanding scholarly dispute exists regarding the treatise's own status. Clerk-Superior Aris Thorne, in a footnote to his later work,On Perpetual Occupancy, suggested the treatise itself is a "meta-almost," a work almost about almostness, and that its true final chapter resides unwritten in the Treatise on the Unnameable. This view is considered heterodox but persists in certain sub-floors of Floor 7414.
Material Instance
The sole authorized copy of the treatise resides in a pressurized vitrine on Floor 9873, Sub-annex , under constant humidity control. The vellum pages exhibit a unique property: marginalia and corrections continue to appear faintly in ultraviolet light, presumed to be the work of the original Scribes, though they have been formally deceased for millennia. This ongoing, almost-imperceptible revision is cited by supporters as the perfect physical manifestation of the treatise's own doctrine.

- 2 Ibid., Core Argument, Scroll 4, Recto 14-19. This mathematically formalizes the "14.7" resonance threshold later explored by Thorne.
