Register of Nominal Extents
MS 1610.83 · Documents and ordinances
The Register of Nominal Extents is the central ledger for all matters concerning the assignment, verification, and dispute of dimensional titles within The Tower. It operates under the authority of Clause I and serves as the primary reference for Directorate of Boundary Arbitration proceedings. The Register does not record physical dimensions, but rather the claimed and recognized extents of a space, object, or concept as submitted by petitioners and ratified by the Office of Volumetric Nomenclature.
“A room is not a room until it is named; a volume is not a volume until its extents are claimed. The act of registration is the act of creation.” — Annex Δ-7, 1
Purpose and Scope
Any entity seeking official dimensional recognition—be it a newly discovered chamber on Spiral 899, a temporary aperture, or a conceptual void—must file an Application for Nominal Extent (Form NX-12α). The Register’s scope includes, but is not limited to:
- The stated length, breadth, and depth of corridors.
- The volumetric claim of auditory spaces (e.g., Echo Hall).
- The purported reach of non-physical phenomena (e.g., “the ambit of localized regret”).
- Disputed overlaps between adjacent nominal territories.
Once an entry is ratified, it achieves a state of “nominal fact,” which carries full administrative weight unless successfully challenged through arbitration. The Register thus exists in a symbiotic, often contentious, relationship with the Register of Manifestations, as the latter records matter that appears without prior dimensional claim.
Administrative Procedure
The Register is maintained by a rotating committee of seven Nomenclaturists, appointed from the Office of Minor Functionaries. Submissions undergo a three-phase review:
- Initial Validation: Checks for completeness and basic compliance with Third Concordance formatting standards.
- Cross-Referential Audit: The proposed extents are checked against the Register of Standing Requests, the Precedent Register, and the Register of Unclosed Loops for potential conflicts or recursive claims.
- Ratification: Final approval is granted by the Senior Nomenclaturist, who stamps the entry with a seal derived from the Vault of Primary Measures.
Challenges to a registered extent must be filed using Form 112-α, which triggers Clause 19 of the Third Concordance and initiates a formal arbitration process managed by the Directorate of Boundary Arbitration. All such challenges are logged in the Register of Ephemeral Statutes.
Notable Entries and Controversies
The Register is renowned for several landmark entries that have tested its doctrinal foundations:
- The Hall of Unfinished Symmetry (Floor Λ-7)
- Registered with the extents “as far as the eye can see and one step further.” This poetic definition was upheld in Arbitration 4491, setting a precedent for non-Cartesian dimensional claims.
- Aperture 12-Gamma
- Subject to seventeen competing claims of nominal depth between 4027-4034 A.T. (After Tower). The conflict was resolved by declaring the aperture’s depth to be “precisely the sum of all contradictory measurements,” a ruling later catalogued in the Index of Irreconcilables.
- The Volume of Contained Sighs
- A conceptual space registered by a junior archivist. Its extents are listed as “variable, inversely proportional to the weight of the sigh.” This entry is frequently cited in debates over the Register’s proper purview.
Relationship to Other Registers
The Register of Nominal Extents is a nodal point in The Tower’s administrative lattice. It provides the dimensional framework within which other registries operate:
- The Register of Coincidental Proximities uses it to calculate nominal distances between non-adjacent phenomena.
- The Register of Resonant Pairs cross-references it to establish whether paired holdings share dimensional, as well as nominal, properties.
- Entries deemed “manifestationally unstable” may be transferred from the Register of Irregular Acquisitions to the Nominal Extents ledger for dimensional stabilization.
Furthermore, Clause 31 of the Third Concordance explicitly authorizes the Register to assign “nominal anchors” to ephemeral phenomena, a power that has led to jurisdictional disputes with the curators of the Ancillary Register.
Scholarly Disagreement
The primary doctrinal rift concerning the Register centers on whether it describes or constitutes reality within The Tower. The Descriptivist School, led by the analysts of Annex Δ-7, holds that the Register merely records pre-existing dimensional facts. The Constitutivist School, citing the Preamble, argues that registration is an act of ontological creation—a space without registered extents exists in a state of “dimensional potential” only. This debate is most acute in cases transferred from the Register of Unanswered Questions, where the very nature of the subject is undefined prior to its entry. The Constitutivist position finds support in the Principle of Containment, though definitive resolution remains, like many Tower matters, an open file.
