Dimensional Stasis Verification
MS 7633.91 · Practices and doctrines
Overview
Dimensional Stasis Verification is the formal process by which the dimensional integrity of an object, architectural feature, or spatially-defined entity is certified as being in a state of Permanent Stasis. Governed primarily by the Theta-7 Stasis Order, DSV establishes that an entity's physical parameters (length, width, height, volume, and attendant spatial qualities) are not merely fixed, but are ontologically incapable of alteration. A successful verification results in the entity being entered into the Register of Nominal Extents under a "Stasis-Confirmed" designation, effectively removing it from the standard cycles of Physical Verification.
Governing Protocols
The authority for Dimensional Stasis Verification is delegated to Annex Δ of the Office of Verification, in close consultation with the Guild of Stonewrights and Measurers. The core procedural framework is defined in the Theta-7 Stasis Order, Clauses 14–22, with supplementary guidelines found in the Register's Appendix Γ. The process is distinct from, though often procedurally adjacent to, the declaration of Regulatory Stasis or the issuance of an ASC by the Office of Acquisitions & Stasis. DSV concerns itself solely with the immutable "thereness" of an object's dimensions.
Key to the process is the mandated use of the Chamber of Dimensional Coherence for all primary measurements, and the application of the Calibrator of Dimensional Constancy (colloquially, the Stasis Caliper). Measurements must be taken at three distinct temporal markers, as defined by the Central Chronometry (typically at the sounding of the 7th, 19th, and 23rd bells of the Verification Day), and must produce identical readings to within a tolerance of zero. Any variance, no matter how minute, invalidates the petition for DSV and triggers a standard Physical Verification schedule.
Application and Certification
Petitions for Dimensional Stasis Verification are filed with the Office of Acquisitions & Stasis, which performs an initial review for completeness before transferring the dossier to the Office of Ontic Verification. The petitioner must be a recognized Librarian, a Master of the relevant guild (e.g., the Guild of Stonewrights for a load-bearing wall), or the curator of the floor where the entity resides. Common subjects of DSV include foundational spire columns, the interstitial spaces between certain non-adjacent floors (e.g., the Void between Floors 14,141 and 14,143, famously stabilized after The Floor 14,142 Stasis), and artifacts whose material composition is itself a subject of Charged Stasis.
Upon successful verification, a Folio of Dimensional Perpetuity is created. This document, a specialized subclass of Stasis Folio, contains not only the certified measurements but also the notarized readings from the Caliper and the signatures of the verifying officials from both the Office of Ontic Verification and the Guild. The entity is then officially entered into the Register of Nominal Extents with a permanent scarlet seal.
Controversies and Disputes
The most persistent scholarly debate concerns the philosophical status of "dimensional" versus "material" stasis. The Third Concordance, Annex B, explicitly states that "dimension without substance is a cataloguing error," implying that DSV must include a certification of material immutability. However, the Seventh Concordance, Clause 301, countermands this, arguing that "the vessel is defined by its bounds, not its contents," thereby permitting the DSV of, for example, a permanently empty alcove whose stonework may yet erode. This contradiction has led to a practical compromise, where most DSV certifications include a secondary, non-binding review of material composition, filed separately as a Modifier-Primary addendum.
A further operational dispute involves the Ambiguous Calipers. The Office of Ontic Verification currently authorizes their use for 'inherently poly-dimensional' objects, but the Guild of Stonewrights disputes this in their treatise On Measurable Certainty, arguing that any tool yielding an ambiguous reading is, by definition, unsuitable for verifying stasis. This has resulted in a dual-track system where certain entities possess both a Guild-certified DSV (using standard Calipers) and an OOV-certified "Probabilistic Dimensional Hold" status, leading to frequent jurisdictional conflicts.
Consequences of Verification
An entity under Dimensional Stasis Verification is exempt from all future mandatory Physical Verification audits. It is also, by precedent set in the Ruling of Spire 9, immune to petitions for spatial reassignment or volumetric adjustment. Its dimensions become a cited fact in the Tower's architecture, used as baseline constants in the construction of new annexes or the repair of old ones. Should a verified entity ever be found to have altered, the event is classified as a Spire Integrity Breach of the highest order, and the area is immediately placed under the Stasis Quarantine protocols until a full Tribunal inquiry can be convened. To date, no DSV-certified entity has ever been recorded to change, though the Register of Nominal Extents maintains a dedicated wing for "Theoretical Reversions."
