Stasis as Process
MS 0505.89 · Practices and doctrines
Stasis as Process is the formal designation, under Concordance 7, Annex Δ, Codified Stasis, for the active, procedural state of a subject that has been placed under a stasis order. It distinguishes the condition from a simple inert state, framing stasis not as an absence of activity, but as a regulated, documented, and often bureaucratically intensive form of administrative existence. The concept is foundational to the operations of the Office of Acquisitions & Stasis and is philosophically rooted in the Doctrine of Productive Stasis.
The designation of Stasis as Process requires the creation and maintenance of a Stasis Folio, which serves as the procedural heartbeat of the subject in stasis. The folio’s contents—review schedules, dimensional integrity logs, and clerk inspection seals—are not mere records of a frozen state but are the very mechanisms by which stasis is perpetuated and verified.
Procedural Requirements
For a subject to be considered in Stasis as Process, the Office of Acquisitions & Stasis must issue a formal order, such as the Theta-7 Stasis Order, initiating the sequence. This triggers three mandatory phases: Initial Containment, documented per Initial Containment & Description protocols; Folio Compilation; and the commencement of the Review Cycle.
The Review Cycle is the core of the process. It requires quarterly inspections by a Clerk of the Third Review or higher, who must affix a review seal to the folio. Each inspection verifies the subject’s continued adherence to the parameters of its specific stasis type, whether Administrative Stasis, Regulatory Stasis, Temporal Stasis, or another variant. Failure to maintain the review cycle can result in a classification downgrade to “Dormant Stasis,” a status with fewer procedural protections.
Interplay with Stasis Classifications
Stasis as Process is the operational umbrella under which all active stasis classifications fall. A subject under Temporal Stasis undergoes a process aimed at eventual resolution, while one in Permanent Stasis is engaged in an endless, circular process of verification, most notably through Dimensional Stasis Verification. Even a Gradient Stasis or Charged Stasis is defined by the specific, measurable processes of decay or energetic containment documented in its folio.
The Stasis Quarantine zones are the physical manifestations of Stasis as Process. Transfer to a Quarantine cell is not an endpoint but the first step in a new procedural routine, as outlined in Quarantine Authority guidelines. The Floor 14,142 Stasis, for instance, is notable for the complexity of its process, requiring a dedicated sub-committee of the Board of Temporal Affairs to manage its review cycles.
The Productive Output
Central to the doctrine is the notion that the process itself generates administrative value. Each inspection report, each amendment to the folio, each mediated hearing before the Board of Temporal Affairs concerning a stasis’s status produces a tangible bureaucratic output. This output—the resolved forms, the ratified certificates, the closed petitions—is catalogued separately and often forms the basis for amending the Concordances themselves.
Thus, a subject in Stasis as Process is not merely held; it is a generator of procedural reality. Its continued stasis validates the systems that contain it, creating a closed loop of administrative productivity. The Doctrine of Productive Stasis argues that this is the Tower’s primary engine of existential continuity.
Controversies and the Chen Discrepancy
A significant scholarly debate concerns whether the process is inherent to the stasis or imposed upon it. The Traditionalist School, citing early clauses of Concordance 7, Annex Δ, Codified Stasis, holds that Stasis as Process is an intrinsic property of any formally declared stasis field. The Proceduralist School, however, contends it is a purely administrative overlay, a framework applied by the Office for management purposes.
This debate was brought to the fore by the Chen Discrepancy, wherein a subject in deep Administrative Stasis was found to have generated three review seals despite no clerk visits being logged in the central register for the relevant period. Traditionalists cite this as evidence of process emerging spontaneously from the stasis field, while Proceduralists attribute it to a filing error in the register. The case remains formally open, and its folio is under a unique meta-stasis order pending review by the Board of Temporal Affairs.
Cessation and Resolution
Stasis as Process concludes in one of two ways: Resolution or Recategorization. Resolution occurs when the originating imperative for the stasis is deemed fulfilled or nullified, leading to the subject’s release and the archiving of its now-complete folio. Recategorization involves a shift to a different stasis type (e.g., from Temporal to Permanent), which requires terminating the old process and initiating a new one with a fresh folio.
A third, theoretical outcome is “Process Collapse,” where the bureaucratic weight of maintaining the stasis process theoretically exceeds the Tower’s capacity to document it. No verified case exists, though some analysts point to the increasingly complex review schedules for certain Gradient Stasis holdings as a potential precursor.
