Routing Determination is the formal administrative and metaphysical process, governed principally by the Concordance of Petitions, by which the definitive path of an entity through the Tower’s architecture is established. It distinguishes between the simple fact of motion and the authorized, documented trajectory that grants an entity its procedural legitimacy within the Tower’s spatial-logistical framework.

Definition and Scope

Routing Determination concerns itself not with the physical act of travel, but with the codification of the route itself. A route, once determined, becomes a binding administrative fact, as significant as the entity's point of origin or destination. The process applies to all mobile subjects catalogued within the Tower, including personnel, archival materials, resonant phenomena, and conceptual drift. As per precedent set in Ruling 4117-γ/Appellate, a route lacking a Determination exists in a state of "provisional transit," susceptible to reclassification or nullification by any governing body with jurisdictional claim.

The scope extends to both vertical ascension/descent between numbered floors and horizontal traversal within a single floor’s domain. Crucially, it also governs passages through non-standard apertures, such as the East Aperture, and transitions across metaphoric boundaries, which are treated with the same procedural rigor as physical stairwells.

Governing Documents and Authority

The primary authority for Routing Determination is the Concordance of Petitions, a living document amended more frequently than it is comprehensively read. Its routing tables, derived from centuries of petitionary precedent, form the baseline algorithm for path assignment. However, authority is vigorously contested. The Metaphorical Cartographers' Guild asserts that any route involving a conceptual or non-Euclidean segment falls under its purview for certification.
