Governed by the Fifth Concordance, it is the critical administrative act that transcribes a proposed entity from the Aperture of Provisional Protocols into the substantive and binding reality of the Tower's catalogue. The process is overseen by the Bureau of Protocol Ratification, with the post-ratification implementation phase managed by the Office of Post-Ratification Affairs.

Process and Procedure

The ratification process begins with the submission of a Plan, which must contain a complete designation, a proposed ontological scaffolding, and a justification citing at least three non-conflicting clauses from the extant Concordances. The Plan is received by the Bureau on Floor 909 and assigned to a designated Indexer for exhaustive review.
