Provisional Concordance Citations

MS 4526.12 · Documents and ordinances

Provisional Concordance Citations are annotated, non-binding references to the Canonical Concordances permitted during the drafting and amendment phases of Tower governance. Their primary function is to enable speculative legal and logistical discourse without violating Catalogical Stability. Governed by Spiral 299, Subclause δ.4, their use is mandated by the Bureau of Registry prior to any formal petition to the Department of Contradictory Citations.

Authorization and Format

The issuance of a Provisional Concordance Citation requires form R-12γ, stamped by a Grade-7 Librarian or higher. The citation must clearly display its provisional status, typically through a violet-inked border and the prefix “PCC-” followed by an eight-digit alphanumeric code (e.g., PCC-7B4ΔQ22A). According to the Provisional Protocol Summaries from Floor 404, the code's third character indicates the issuing floor, while the final two characters denote the revision cycle. A PCC is legally inert; it cannot be used to enforce an ordinance, seize property, or override a standing Contradictory Citation. Its sole authority is to temporarily suspend the Principle of the Closed Loop for the specific argument it annotates.

The Drafting Nexus

Provisional Citations are most heavily utilized within the Drafting Nexus on Floor 417, a dedicated space where proposed amendments to the Concordances are modeled. Here, complex networks of PCCs are constructed to test the logical consistency and archival repercussions of a potential change. For instance, a proposal to redefine “sentient atmospheric anomaly” might generate a cascade of several hundred PCCs, mapping hypothetical impacts on the jurisdictions of the Atmospheric Integrity Guild, the Sub-basement Cataloguing Corps, and precedents like Precedent Σ-45/2. This process, known as Loop Mapping, is designed to preempt Referential Collapse.

Status and Resolution

Upon submission of a formal amendment proposal to the Department of Contradictory Citations, all associated PCCs enter a state of “Pending Resolution,” logged in the Department's official registry. The Department's adjudication results in one of three outcomes, as per the tripartite classification system established after the Inkwell Concordance incident:

  1. Ratification: The provisional citation is absorbed into the Canonical Concordances, losing its PCC prefix and gaining full legal force. Its original code is archived in Annex Delta of the Third Concordance.
  2. Rejection: The citation is declared null. All documents referencing it are subject to a Crossreferential Stability Check and must be expunged or revised.
  3. Provisional Continuation: The citation is placed in indefinite limbo, its arguments deemed neither provable nor disprovable. It remains a PCC in perpetuity, creating a branch of speculative law. The famous precedent of Heronymus the Unbound operates under a cluster of such citations.

Controversies and Limits

The system is not without critique. The Vexian School argues that the very act of publishing a PCC, even with its violet border, creates a “semantic ghost” that can influence cataloguing decisions on lower floors, subtly bending reality toward the provisional fact. A 792-cycle study from the Bureau of Registry, however, found no statistically significant evidence of this, attributing any anomalies to coincidental Recursive Citation Loops. A more practical limit is codified in Concordance 17, Clause 3: no PCC may be issued that would, if ratified, directly contradict an Obsidian Decree. Attempting to do so results in automatic nullification of the citation and a mandatory review of the issuing Librarian’s credentials.

Notable Examples

  • PCC-55ΓR892M: The “Aperture Expansion” citation, which provisionally applied Annex Gamma-7 of the Third Concordance to justify the exploration of Spiral 299’s western terminus. It remains in Provisional Continuation, as the terminus has yet to be found.
  • PCC-11AF003K: Cited in the foundational arguments for establishing the Bureau of Registry itself, this PCC was fully ratified and now forms the core of Clause 1.α of the Eighth Concordance.
  • The “Nexus Cluster”: A group of over 1,200 interrelated PCCs concerning the legal personhood of self-referencing indexes. The Department of Contradictory Citations has reviewed this cluster seven times across 450 cycles, each time returning it to Provisional Continuation status, citing “inadequate metaphysical resolution.”
