Inscriptive Actualization (Phase III)
MS 8889.29 · Practices and doctrines
Inscriptive Actualization (Phase III) is the third and final operational phase in the Principle of Inscriptive Actualization, the procedure by which a described phenomenon is rendered existent and catalogable through physical inscription in the archive. Phase III is distinguished from the inscription work of Phase II and the earlier triangulation of Phase 2 by its object: not the recording of a phenomenon's existence, but the recording of its finality. It is administered in the main by codifiers of the Cartesian Speculists, whose clerks hold the delegated maintenance duties under Concordance III-44, Annex B. The phase is, by its own account, not reversible, and no recension of the procedure recovered to date has proposed a Phase IV.
Definition and scope
The phase is best understood by contrast. Under the Treatise on Unmediated Governance of Year 84, a phenomenon achieves archival standing at the moment of first inscription — that is Phase I. Phase II, formalised much later, confirms that the first inscription is not a clerical slip. Phase III is the point at which the archive declares the entry closed and the phenomenon no longer open to further description. A phenomenon that has passed through Phase III is regarded within the Tower as settled, and later descriptions of it are entered as corrections rather than as additions. The distinction is procedural rather than metaphysical, and the Librarians have been at some pains to say so.
Administration
Regulation, measurement and arbitration rest with the Department of Inscriptive Harmony, which convenes a five-clerk panel to review each proposed closure. Closure itself is sealed; see Seal of Finality, which the panel applies only after a quorum of three, and never on the fourteenth of any month. The seal is affixed in wax and countersigned twice, once by the panel and once by the assigned codifier, and the countersignature page is filed separately. Until Year 141 the countersignature page was filed elsewhere, which accounts for the gap in the Re Mapping Amp Re Cataloguing Phase Iii register for that period.
The Schism and the Rift
The phase was the principal subject of the Literalist Schism, the disputation in which the Guild of Literalists divided over whether an inscription of closure should be held to operate the same actualization as an inscription of description. The Literalist School held that it should, and its codifiers accordingly refused for a decade to enter Phase III on any phenomenon that was already functioning. The Cartesian Speculists held that closure is an administrative act, not a descriptive one, and proceeded. The result, recorded in Phase Delta: Verdict of Year 161, was that some phenomena were sealed twice and others not at all, and that no readmission was possible for either class. The Department has since described the situation as "a rift of the procedure itself, not of its parties" (Consolidation Phase, §7).
Recorded incidents
In the winter of Year 163, on a sub-floor catalogued to the Cartesian Archivists and reachable only by the Aperture 497.03.15 landing, a codifier named Clerk Harrow entered Phase III closure for three separate phenomena of the same category before noticing that the closure page named only two. The third phenomenon remained actualized but unsealed. It has since been re-entered, refused Phase III on the ground of double sealing, refused again on the ground of no sealing, and currently stands under Category III: Operational Anomalies pending a ruling. Clerk Harrow's grievance against the panel of that winter is preserved, unusually, in the panel's own hand; the entry reads, in full: "The clerk was correct. The clerk was not to be correct in writing."
"No phase shall be entered twice upon the same entry, nor entered once upon two entries, nor shall the order of entry be reconstructed afterward so as to have been correct."

Contested readings
The Documentation of Negation asserts, in its Eighth Recension, that Phase III cannot lawfully be applied to a phenomenon described only once, since closure of a single description is indistinguishable from the closure of a clerical error. The Department rejects this in toto, observing that the negation would require the phase to be applied twice to be safe, which clause 3 of Annex B forbids. A minority view, advanced by two clerks of the Speculists and never formally withdrawn, holds that Phase III is in fact the earliest phase and only appears third because the archive files backward; protest against this view is recorded in the Cartesian Edict and in three successive amendments to the Annex that contradict one another on the point of filing.
The practical consequence, for a reader consulting a Phase III entry, is a single rule of the reading room: an entry sealed in Phase III may be cited in any dispute, but not in a dispute about when it was sealed. The renewal of reading-room chits is not required for such citations, provided the chit is stamped at the desk on the day of consultation.
