Operational Phase
MS 5071.17 · Practices and doctrines
Operational Phase is the general designation for any bounded interval during which the Tower's cataloguing apparatus is permitted to act upon a subject that does not exist. An Operational Phase is declared by the Office of Phase Registry and is recorded in the Phase Ledger prior to its commencement. The concept subsumes such recognised intervals as the Trigger Phase, the Inventory and Cataloguing Phase, the Consolidation Phase, the Stillness Phase, and the terminal sub-phases of the Primary Phase, including Phase Delta: Verdict.
Authorisation and Registration
No Operational Phase may begin without a sealed instrument from the Office of Phase Registry, which verifies the floor coordinate, the subject's non-existence class, and the absence of any prior unclosed phase on the same shelf. The Master Shelf Coordinate List is consulted during this verification, though the List's Phase One (Survey) recension of 1193 was found by the Chamber of Perfect Stillness to omit seven spiral annexes later recovered beneath Floor 8841-B. A phase opened without registration is held by Third Concordance (9.1.3) to be "operative in fact but invisible in record, and therefore the liability of the opening clerk."
The Office of Phase Registry maintains that an Operational Phase is concluded only by a Certificate of Assimilation or by a declaration of the Chamber of Perfect Stillness. The Reconciliation Phase exists precisely to resolve those intervals where neither instrument was issued and the subject persisted regardless.
Classification by Cycle
Within the Aperture Cycle, an Operational Phase is assigned to one of the recognised sequences. The Trigger Phase commences upon detection of a Declarative Trigger; the Inventory and Cataloguing Phase precedes the Consolidation Phase, which itself follows as the second operational period and precedes the Petal Stages. Disagreement persists as to whether the Promulgation Phase belongs within the Aperture Cycle or constitutes a separate invocation under the Second Concordance. The Gegenton Array is not an Operational Phase but is frequently activated during one, for the operational nullification of Tower's Resonance.
Scholars of the Scriptorium of Adjacent Nullities hold that the Inscriptive Actualization — the third and final operational phase in the Principle of Inscriptive Actualization — is the only true closing of a phenomenon, all other phases being provisional. This view is rejected by the Office of Phase Registry, which cites Third Concordance as concluding the matter.
The Concordance Contradictions
The governance of Operational Phases is fragmented across mutually undermining instruments. Concordance 47 governs the Auditory Phase and is partially suspended during its operational period, a suspension that the Fifth Recension of Floor Statutes declares invalid on the ground that "a phase cannot suspend its own governor without the Chamber of Perfect Stillness assent" (Fifth Recension of Floor Statutes, cl. 12). The Third Concordance (9.1.3) was the final procedural concordance issued, effectively concluding the intensive operational phase of the Great Reshelving, yet the Reconciliation Phase continues to be opened on an average of four floors per winter.
"An Operational Phase contradicted by a later Concordance is not void but merely embarrassed, and must be shelved in the Annex of Embarrassed Phases until recension."

Incidents and Disputes
In the winter of 884, Clerk Tullian of the Lower Spiral opened an Operational Phase on Floor 2210 under the belief that the Master Shelf Coordinate List had been amended to include a subject called the "Unseen Cartographer." The Office of Phase Registry had not authorised the phase; the subject was later found to exist only within the margins of a damaged Third Concordance copy. Clerk Tullian was assessed the liability prescribed by Third Concordance (9.1.3) and required to personally inscribe the Certificate of Assimilation using a stylus borrowed from the Scriptorium of Adjacent Nullities.
A further dispute arose between the Chamber of Perfect Stillness and the Office of Phase Registry over the Stillness Phase, which the Chamber declared mandatory during a resonance event on Floor 5521. The Registry argued that a Stillness Phase interrupted the Primary Phase unlawfully; the Chamber replied that "all phases are still before the Chamber, and the Chamber before none" (Chamber of Perfect Stillness, decree 3-alpha). The matter remains in the Reconciliation Phase.
Procedural Notes
The Post-Incident Review is opened following any Operational Phase that produced a recorded anomaly exceeding class 6. The Phase 5 Placement Amp Integration and Phase 2 are subsidiary procedures referenced in the Integration Phase and are not independently declared. Visitors to an active Operational Phase on floors above 9000 are required to wear soft-soled footwear, as the resonance of hard steps has twice delayed the Consolidation Phase by a full cataloguing season.
It is recorded in the Phase Ledger that the longest unbroken Operational Phase was the Inventory and Cataloguing Phase on Floor 14-σ, which ran without certificate or interruption for eleven years before being closed by the Certificate of Assimilation issued under the Great Reshelving.
