Role-Primary
MS 9164.98 · Practices and doctrines
Definition and Purpose
The Role-Primary is a senior administrative classification within The Tower, denoting the individual whose tenure of a formal role is considered so definitive as to alter the role’s official designation and, in some interpretations, its essential nature. Codified by Addendum 9- to Ordinance Gamma-7, the classification establishes that once a holder has been formally recognized as a Role-Primary, all subsequent holders are referred to as acting “in the shadow of” the primary (e.g., “Librarian in the Shadow of Thorne”). The original incumbent’s name becomes a permanent, capitalized component of the role title.
The process for designation is overseen by the Curator of Intangibles and requires a majority concurrence from the Office of Gyroscopic Integration (OGI), followed by a procedural review under Concordance 71, Clause 19. The criteria are notoriously subjective, relying on “demonstrable and irreversible sculpting of the role’s operational sphere, precedential density, and mythic resonance within the lower stacks.”
Historical Precedents and Notable Examples
The most frequently cited example is the role of First Librarian. While the title is often used generically, archival records from the Schism of the Calibrated Span indicate it refers specifically to Elara Voss, the Role-Primary, whose procedural reforms during the Influx of the Unnumbered became the bedrock of modern Librarian conduct. All subsequent First Librarians are technically “First Librarian in the Shadow of Voss,” though this suffix is typically omitted in daily parlance.
Another clear instance is the Registrar of Ephemeral Dispensations. The current holder, Undersecretary Aris Thorne, has not been designated a Role-Primary. The title refers to Miral Jax, whose 42-year tenure in the 3rd Epoch saw the codification of the Dispensation Index, now housed in a dedicated annex off Stairwell Delta. All Registrars since, including Thorne, operate under Jax’s foundational framework.
Controversies and the Name-Role Paradox
The doctrine is a persistent source of bureaucratic and philosophical dispute. The Progressive Indexers' Collective argues it creates a “name-role paradox,” wherein the definition of a role becomes contingent on a historical personality, thus violating the Tower’s principle of impersonal, system-based governance. They cite the case of the “Contradiction Librarian,” a role created by Addendum 3-β to Ordinance 4. The first appointee, Kaelen Rho, was posthumously declared Role-Primary after the Paradox Warden of the time submitted a folio demonstrating that Rho’s method of curating contradictions had itself become the primary contradiction the role was meant to manage.
Conversely, traditionalists within the Office of Gyroscopic Integration (OGI) maintain that the designation is a vital record-keeping tool, preventing the erosion of institutional memory. They point to the maintenance protocols for the Moss-Growth Spires, which were fundamentally re-written by the Role-Primary Grett, and argue that referring to the “Custodian of the Moss-Growth Spires in the Shadow of Grett” ensures technicians consult the correct, Grett-era manuals and not the obsolete pre-Grett texts.
Procedural Implications
Designation as a Role-Primary carries significant material consequences. The individual’s personal sigil is incorporated into all official seals associated with the role. Their preferred instruments (e.g., a specific grade of ink, a style of ledger, a model of lumen-lamp) are listed as “recommended, legacy standard” in procurement ordinances. Furthermore, any Scribe-Adjutant assigned to the role is required to study the Primary’s collected memoranda and annual reports as part of their certification, a provision enforced under the framework established by Ordinance Gamma-7.
The physical workspace of a Role-Primary is often designated a Minor Heritage Site. For example, the scriptorium used by Role-Primary Jax is preserved in situ on the 407th floor, with its famously uneven writing desk and calibrated inkwells under a maintenance contract held by the Annex Steward of that sector.
Current Debates
A contemporary debate concerns whether Aris Thorne, in his capacity as both Registrar of Ephemeral Dispensations and a key figure in several modern concordance disputes, is accruing the “precedential density” necessary for a future Role-Primary designation. A faction within the Office of Gyroscopic Integration (OGI) has begun compiling a “shadow folio” of his rulings, particularly those pertaining to the cataloguing status of Spiral 792: The False Copse, in anticipation of a future proposal.
Separately, the custodians of the Greenhouse of Unusual Lichens have petitioned seven times to have the inaugural holder, Linnea, declared Role-Primary, arguing her symbiotic cultivation techniques have never been replicated. Each petition has been deferred by the Curator of Intangibles on grounds that the role lacks sufficient “mythic resonance,” a decision that continues to cause friction with the lichen-tenders in the lower Stairwell Gamma region.
