Register of Final Deposition

MS 2689.62 · Documents and ordinances

The Register of Final Deposition (Concordance V, Annex 7, Clause 19(b)) is the primary log governing the transfer and sealing of material deemed by the Final Tally to have attained a state of archival irrelevance. It serves as the procedural bridge between a Certificate of Final Form and the physical interment of the subject matter within a designated archival terminus, most notably the Chamber of Settled Dust.

Procedural Scope

The Register's jurisdiction begins upon formal acceptance of a Certificate of Final Form by the Functionaries of the Final Line. It does not record the creation, curation, or intellectual content of the archived material; these are the purview of antecedent registers such as the Register of Ephemeral Statutes or the Biographical Register of Minor Functionaries. Instead, it documents the act of conclusion itself: the authorization number of the Final Tally, the weight and volume of the material to be deposited, the designated terminus floor and aperture, and the chain of custody from the submitting scriptorium to the depositional authorities. A parallel but distinct process is used for immaterial closures, recorded in the Register of Unclosed Loops.

Physical Manifestation and Access

The Register itself is a bound ledger of 10,000 pages, housed in a humidity-controlled niche on Floor -14, Corridor of Concluded Matters. Its pages are made from a pulp derived from earlier, deprecated editions of the Register, creating a cyclical material record of its own function. Entries are made in a permanent iron-gall ink specified by the Seventh Concordance. Public access is permitted under Witness Protocol Delta, which requires the petitioner to first submit a Standing Request for Contextual Clarification to the Register of Standing Requests. This process ensures that inquiries regarding finality are themselves subject to a formal review loop, preventing casual recursion.

The Deposition Chain

An entry in the Register of Final Deposition triggers a fixed sequence, known as the Deposition Chain:

  1. Authentication: The Certificate and the material are physically matched against the Final Tally's manifest by a dual-key system involving a Librarian of the Seventh Rank and a Functionary of the Final Line.
  2. Neutralization: The material is transported under seal to a Staging Annex, where it is exposed for precisely 47 hours to the resonant frequencies of the Tower's foundational gyroscopes. This process, termed "procedural decoherence," is intended to render any latent ontological activity inert.
  3. Transport Record: The route, carriers, and time of transit are logged in a subsidiary column of the Register entry.
  4. Terminus Verification: Upon arrival at the designated terminus (e.g., the Chamber of Settled Dust), the receiving custodian confirms the aperture number and seals the deposit with a unique wax impression, a copy of which is affixed to the Register page.

Only upon completion of step four is the entry considered "closed" and the subject matter officially archived beyond operational recall.

Contradictions and Disputes

The Register's authority is complicated by inter-Concordance conflict. While the Seventh Concordance declares its entries "the irrevocable last word on matter concluded," the Fourth Concordance (Clause 302) insists that "no register may contain its own protocol for amendment." This has led to the peculiar case of the Register's own amendment ledgers, which are themselves subject to final deposition. A sub-school of archival theorists, primarily based in the Scriptorium of Final Recourse, argues this creates a regressive stack of meta-depositions, potentially destabilizing the foundation of finality. This dispute is logged under Dispute Docket F-14.777 in the Precedent Register, where it has remained for 214 years without resolution.

Related Registers

The Register of Final Deposition is one node in a network of concluding instruments. It receives input from the Final Tally and outputs to the terminus custodians. Its log is cross-referenced with:

  • The Register of Manifestations, to ensure no spontaneously manifested matter is inadvertently subjected to final deposition.
  • The Ancillary Register, as certain unanswered questions, upon being declared permanently unanswerable, may have their documentary supports routed for deposition.
  • The Master Register of Volition, in rare cases where a volitional entity formally petitions for its own archival cessation.

This interconnectedness ensures that the Tower's conclusion of a subject is, if not always meaningful, at least meticulously bureaucratic.

"The finality recorded herein is not of truth, but of process. A thing is concluded not when it is understood, but when the effort to understand it is itself archived."
